The City of Kellogg hereby formally recognizes and establishes an organization known as the "Kellogg First Responders" and with the members of the group to provide emergency medical care and treatment until such time as a physician or licensed ambulance service can provide emergency medical care. The number of active members shall be as deemed by the Kellogg City Council.
Any person living within the area of the City of Kellogg shall be eligible for membership and shall possess such qualifications as may be deemed or required by the Minnesota Department of Health or any other licensing agency.
The area to be covered by the Kellogg First Responders shall be the same geographical area to which the Kellogg Fire Department presently provides service, along with such additional areas as may be deemed by the Kellogg City Council.
A Board of Directors shall be created and with said Board to consist of five members who are members of the Kellogg First Responders and with one of the members of the Board of Directors to be appointed as Director and one additional person to be appointed as Assistant Director. The City Council of Kellogg shall be responsible for and maintain the authority to approve all decisions made by the Board of Directors as it relates to the Kellogg First Responders.
The Kellogg City Council shall supervise and approve all purchases of equipment and/or supplies.
The Kellogg City Council may establish and determine any fees to be charged in connection with the delivery of emergency medical care and/or treatment by the Kellogg First Responders.
The Board of Directors shall be responsible for establishing regular monthly meetings of the Kellogg First Responders, arrange for necessary training and to establish, alter and change such other rules or regulations as deemed necessary by the Board of Directors subject to the ultimate approval of the Kellogg City Council and for the purpose of promoting efficiency in carrying out the responsibilities of the Kellogg First Responders. The Board of Directors shall also have the authority to establish bylaws governing the Kellogg First Responders, provided that the Kellogg City Council shall have the authority to approve said bylaws.
The Kellogg City Council shall be responsible for the resolution of any complaints and grievances against the service performed by the Kellogg First Responders and shall have the authority to discharge any of the members of the Kellogg First Responders when deemed appropriate by the Council.
