A. 
There is hereby charged and imposed upon the owner of each connection unit a connection charge which shall be due and payable to the Township:
(1) 
With respect to those owners who are required to connect to a sewer by ordinance of the Township, at the time the connection permit is issued or 60 days after written notice to such owner to connect, whichever date is earlier; and
(2) 
With respect to owners not so required to connect but who desire to do so, prior to the issuance of the connection permit referred to in Article III.
B. 
The owner of each property required to be connected to the sewer system and the owner of each property who shall voluntarily connect such property with the sewer system, although not required to do so, shall pay the following charges to the Township:

(1) 
Connection fee: $1,100.
(2) 
Tapping fee: $800.
C. 
Properties for which no lateral is provided. The owner of each property for which no lateral is provided at the time of the installation of the sewer and who thereafter shall be required to connect or shall voluntarily connect to a sewer of the sewer system having a diameter of eight inches or greater shall pay a deposit of $600, which shall be used toward the actual cost to the Township of constructing the lateral. Any additional costs shall be paid within 30 days after completion. If the cost is less than $600, the amount not used shall be refunded. Owner shall also pay a connection charge, and such charge shall be due and payable in accordance with the provisions of the first subsection of this section, subject to adjustment upon completion of the work.

Any property owner in Spring Garden Township whose property is sufficiently close to an existing sewer line to obtain domestic sewer service, but who has not paid an assessment to facilitate the construction of said line or who is not in a development where a developer has paid the cost of construction of said sewer line, shall nonetheless be permitted upon application for a permit to hook on to an available sewer line upon the payment of the normal sewer hook-up charges; any expense paid by the Township in facilitating the use of the sewer line to the property owner; any actual construction costs that may be attributed to the property; and engineering and administrative fees.
Any property owner who shall hook on to an existing sewer line under this chapter shall be joined to the sewer district in which the sewer line is located and shall pay all regular charges as provided by the applicable Township ordinance.
Any person hooking up to a sewer line without obtaining a sewer permit shall be guilty of a an offense and shall, upon conviction before the Magisterial District Judge serving Spring Garden Township, be required to pay a fine of not more than $1,000 plus costs and, in default of payment thereof, to undergo imprisonment for a period of not more than 30 days. In addition, the Township of Spring Garden reserves the right to take whatever legal steps are necessary to compel the payment of any costs or fees or expenses which the property owner owes and/or to bring an action in a court of equity to terminate the connection to the sewer line.
