Council of the Borough of Palmyra is hereby authorized to employ
suitable persons as school crossing guards to serve at the pleasure
of the Borough Council.
Such school crossing guards so appointed shall have the duty
of controlling and directing traffic at and near schools within the
Borough of Palmyra. The periods of duty and service of such school
crossing guards shall be fixed by Borough Council.
Such school crossing guards so appointed shall be under the
direction of the Mayor of the Borough of Palmyra, and shall be supervised
in the performance of their duties by the Chief of the Police Department,
and such Assistant Chief or Chiefs as may be serving in that office.
Borough Council shall appropriate moneys from the general funds
of the Borough in order to supply such school crossing guards with
the uniforms and equipment prescribed for them. The compensation of
such crossing guards shall be fixed from time to time by the Council
of the Borough of Palmyra, and the funds therefor shall be provided
by the Council of the Borough of Palmyra and the Board of Directors
of the Palmyra Area School District in such shares as shall be determined
by these bodies, or as otherwise fixed by law.

The Police Department now in existence in the Borough of Palmyra
is hereby established and confirmed as the Police Department in and
for said Borough. The Chief of Police shall be the chief executive
of the Police Department. He shall, under the direction of the Mayor,
be in charge of the police force and have supervision over its members
in the exercise of their powers, duties and authority.

A. Subordinate to the Chief of Police may be the designation Lieutenant.
Such designation Lieutenant shall, in addition to the regular and
customary duties of the policemen of the Borough, assist the Chief
of Police in the executive duties of that office; and shall also act
as Acting Chief of Police in the absence of the Chief of Police and,
in case of death, until an appointment is made to that office.
B. Subordinate to the Chief of Police and to the designation Lieutenant,
the classifications of Sergeant, Corporal and patrolman are hereby
established in the Police Department. The priority of authority among
such subordinate classifications shall be in the order hereinabove
listed. The number of persons to serve in each of the subordinate
classifications, on a full-time and/or part-time basis, and the compensation
of each, shall be as determined by the Borough Council from time to
time. Council shall have the power to appoint additional classifications
of police from time to time.
Nothing herein contained shall affect the authority of the Mayor
to appoint special policemen during emergencies.
