Charges for water, sewer and waste collection shall be billed
quarterly. Each quarter's charges are due and payable upon receipt.
Any quarter's charges not paid within 30 days after the billing
date are subject to a late payment charge in the amount of 10% of
the amount of the quarterly charges.

A. As used in this section, the following terms have the meanings indicated:
EMPLOYEE
Refers to an individual who is employed by the federal government
or by a contractor that is engaged to provide services to or for the
federal government.
FURLOUGH
Refers to a full or partial shutdown of the federal government
due to a lapse in appropriations.
B. This section applies to employees who are not being paid because
of a federal government furlough and who receive Town utility bills.
C. An employee who is not being paid because of a furlough is eligible
to receive the following temporary relief from the payment of a Town
utility bill during the furlough as follows:
(1) The employee may defer until the due date for the following quarterly
utility bill the payment of a utility bill that is due at the beginning
of, or comes due during, the furlough.
(2) Late charges shall not apply to the amount of any utility bill whose
payment is so deferred if payment in full is made by the date that
the next utility bill is due. If payment in full of a deferred utility
bill is not made by the due date of the next quarterly utility bill,
late charges shall be assessed on the amount deferred, retroactively
to its original due date.
(3) The employee is not eligible for relief from the payment of subsequent utility bills that come due during the furlough. Subsequent utility bills are payable when due. This Subsection
C(3) does not prevent an employee from receiving future utility bill relief during a subsequent furlough.
D. The Town Manager and Town Finance Officer shall develop policies,
procedures and forms to implement the provisions of this section.
