The spaces designated "Visitors" on the parking lot contiguous to City Hall shall have signs posted informing the visitor that they are to report to the front desk in the lobby of City Hall to obtain a parking permit which is to placed on the driver's side section of the dashboard of the visitor's vehicle. The parking permits shall be enforced between the hours of 8:00 a.m. and 6:00 p.m., Monday through Friday, except legal holidays.
The spaces reserved for "Handicapped Drivers" shall also be monitored to ensure that the visitor has checked in with the front desk in the lobby of City Hall and obtained a visitor's parking permit.
A. 
Any vehicle parked in a space designated and reserved for "Visitors" which does not have displayed on the driver's side dashboard a visitor's parking permit shall be ticketed and towed at the owner's expense.
B. 
Any vehicle parked in the space designated and reserved for City offices which is not authorized to be parked in the designated space shall be ticketed and towed at the owner's expense.
C. 
The City Hall parking lot located on Arctic Avenue between Tennessee Avenue and South Carolina Avenue shall be designated as "Employee Parking Only." Notice shall be posted that parking is permitted by permit only and that violators will be ticketed and towed at the owner's expense.
