In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 15-603 of this Part 6, the Chief of Police, in his discretion, may declare a snow and ice emergency (designated in this Part as a "snow emergency"). Information on the existence of a snow emergency may be given by the Township of West Norriton through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.

After any snow emergency is declared and/or upon the accumulation of three inches of ice or snow, it shall be unlawful, at any time during the continuance of the emergency, for any person to park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 15-603 of this Part 6.
2. 
When a snow emergency has been declared due to accumulation pursuant to § 15-603, Subsection 2, below, it shall be unlawful to park any vehicle on streets throughout the Township, which are not specifically contained to § 15-603, Subsection 1, until the snow has been completely plowed for the full width of the cartway. This provision shall not apply to those streets within the Township where only on-street parking is available.

On all other streets throughout the Township not specifically designated as snow emergency routes above, the snow emergency status shall arise whenever the depth of snow or ice shall reach an accumulation of three inches, at which time the snow emergency shall be declared.

If, at any time during a period of snow emergency declared under § 15-601 of this Part 6, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route or other street pursuant to § 15-603, Subsection 2, that person shall be guilty of a violation of this Part 6 and, upon conviction, shall be sentenced to pay a fine of not more than $15 and costs.

2. 
If, at any time during a period of snow emergency declared under § 15-601 of this Part 6, a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this Part 6 and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
