There should be and hereby is enacted a fee as set by resolution
of the City Council for each parcel for which a "no lien" statement
is requested, which must accompany said request/requests for said
"no lien" statement(s) and must be paid in advance by cash or negotiable
instrument.
Such fee is reasonably related to the effort expended in completing
said statements and the responsibilities that the City assumes in
the preparation of the same.
