All motor vehicles within the City of Norwalk on the Grand List
of October 1, 1987, and on the Grand Lists of October 1 in subsequent
years shall be taxed at a uniform mill rate, which mill rate is to
be established by the Board of Estimate and Taxation of the City of
Norwalk.
