Preamble
Whereas, within the City of Norwalk tenement houses (being rental units occupied or designed to be occupied by three or more families) exist in such condition as to pose a serious threat to life, health, and safety, and
Whereas, the General Assembly of the State of Connecticut has passed enabling legislation known as Public Act No. 554 which provides for an additional and more stringent manner of enforcing orders issued under state statutes, charter, and ordinances affecting sub-standard tenement houses, and
Whereas, the provisions of Public Act No. 554 may be adopted by ordinance by municipalities and it is in the best interest of the City of Norwalk to adopt the provisions of said Public Act,
Now, therefore, be it ordained:

The provisions of Public Act No. 554 of the General Assembly of the State of Connecticut be and hereby are adopted by the Common Council, the provisions of said Public Act to be in full force and effect upon publication of this ordinance in a newspaper having a general circulation in the City of Norwalk, and upon the appointment of the Common Council of a Committee, known as the "Authority," to carry out the provisions of the Public Act.
