The following definitions shall apply in the interpretation and enforcement of this Chapter:
SNOW COORDINATOR
The Street Superintendent.
SNOW EMERGENCY ROUTES
Those streets marked as such in accordance with the provisions of this Chapter.
SNOW TIRES
Any tires mounted on drive wheels of motor vehicles which are especially designed to give effective traction on snow, mud or ice-covered streets by means of extra heavy duty treads with specifically high-traction patterns, except that no tire so defined shall be construed to be a snow tire which is damaged or worn to the extent that its performance would be substantially impaired as defined by the United States Department of Transportation. Radial tires shall be considered to meet the definition as contained herein.
STREET
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to use to the public for the purpose of vehicular traffic.
STUDDED TIRES
Any tires mounted on drive wheels of motor vehicles which are especially designed to give effective traction on snow, mud or ice-covered streets by means of metal studs spaced as to give high-traction patterns, except that no tire so defined shall be construed to be a studded tire which is damaged or worn to the extent that its performance would be substantially impaired.
TIRE CHAINS
Any metal chains mounted on drive wheel tires of motor vehicles which cross the tread of each such tire laterally in at least three (3) different places.

A. 
Whenever the snow coordinator finds, on the basis of falling snow, sleet or freezing rain or on the basis of a forecast by the United States Weather Bureau or other weather service of snow, sleet or freezing rain, that weather conditions will make it necessary that motor vehicle traffic be expedited and that parking on City streets be prohibited or restricted for snow plowing and other purposes, the snow coordinator shall put into effect a parking prohibition on parts of or all snow emergency routes as necessary by declaring it in a manner prescribed in this Chapter.
B. 
Notwithstanding the provisions of Subsection (A) hereof, a parking prohibition shall automatically go into effect on any part of any snow emergency route on which there has been an accumulation of snow and/or ice of one (1) inch or as directed by the snow coordinator.
C. 
Once in effect, a prohibition under this Section shall remain in effect until terminated by announcement of the snow coordinator in accordance with this Chapter.

A. 
No person operating a motor vehicle on a snow emergency route on which there is a covering of snow, sleet or ice shall allow such vehicle to become stalled wholly or partly because the drive wheels thereof are not equipped with effective tire chains, snow tires or studded tires.
B. 
No person operating a motor vehicle on a part of a snow emergency route on which there is a covering of snow, sleet or ice, or on which there is a parking prohibition in effect, shall allow such vehicle to become stalled because of improper vehicle care and maintenance.

Whenever a vehicle becomes stalled for any reason, whether or not in violation of this Chapter or any part of a snow emergency route on which there is a covering of snow, sleet or ice or on which there is a parking prohibition in effect, the person operating such vehicle shall take immediate action to have the vehicle towed or pushed off the roadway of such snow emergency route onto the first (1st) cross street which is not a snow emergency route. No person shall abandon his/her vehicle in the roadway of a snow emergency route regardless of whether be indicated, by raising the hood or otherwise, that the vehicle is stalled.

A. 
The snow coordinator shall cause each declaration of a snow route emergency made by him/her pursuant to this Chapter to be publicly announced by means of broadcasts or telecasts from stations with a normal operating range covering the City and he/she may cause such declaration to be further announced in newspapers of general circulation when feasible. Each announcement shall describe the action taken by the snow coordinator, including the time it became or will become effective, and shall specify the streets affected.
B. 
The snow coordinator shall make or cause to be made a record of each time and date when any declaration is announced to the public in accordance with this Section.

Whenever the snow coordinator shall find that some or all of the conditions which give rise to a parking prohibition in effect pursuant to this Chapter no longer exist, he/she may declare the prohibition terminated, in whole or in part, in a manner prescribed by this Chapter, effective immediately upon announcement.

Any provision of this Chapter which becomes effective by declaration of the snow coordinator or upon the occurrence of certain weather conditions shall, while temporarily in effect, take precedence over other conflicting provisions of law normally in effect, except that it shall not take precedence over provisions of law relating to traffic accidents, emergency travel of authorized emergency vehicles or emergency traffic directions of a Police Officer.

On each street designated by this Chapter as a snow emergency route, the snow coordinator shall post special signs at intervals indicating that this is an emergency snow route. These signs shall be distinctive and uniform in appearance and shall be plainly readable to persons traveling on the street or highway.

Whenever any vehicle shall be found parked or abandoned on a snow emergency route in violation of this Chapter, such vehicle may be removed and conveyed by means of towing and impounding the same or by towing or otherwise removing to the nearest available parking space on the first (1st) cross street which is not a snow emergency route.

A. 
Whenever any vehicle shall be found illegally parked or abandoned in violation of this Chapter, the Police, at the request of the snow coordinator, shall notify the owner or driver of such vehicle by handing to him/her or affixing on the vehicle a Missouri uniform traffic ticket.
B. 
The owner or driver of the vehicle may appear in person or mail the sum of twenty-five dollars ($25.00) to the Traffic Violations Bureau within five (5) days excluding Saturdays, Sundays and holidays and in full satisfaction of such violation.
C. 
Upon failure to pay such penalty within five (5) days, the owner of the vehicle found parked in violation of this Chapter shall be deemed guilty of an ordinance violation.

The presence of any vehicle found parked or abandoned in violation of this Chapter on any snow emergency routes shall be prima facie evidence that the person, firm or corporation in whose name such vehicle is registered, in the records of the Director of Revenue of the State, committed or authorized such violation.

The following streets or portions of streets within the City are hereby designated as snow emergency routes:
Central Avenue from North Mill Street to Horine Road.
Collins Drive from old 21A to new 21A.
Cromwell Road from West Main Street to Hillsboro Road.
Harrison Lane from South Mill Street to Highway 61 and 67.
Hillsboro Road from Cromwell Road to Sunshine Drive.
Horine Road from North Fifth Street to northwest City limits.
Main Street from Brierton Lane west to intersection of old 21A and Sunshine.
North Fifth Street from North Adams to Cromwell Road.
North Mill Street from Main Street to north City limits.
North Ninth Street from North Mill Street to east City limits.
North Second Street from Chestnut to North Mill Street.
North Second Street from North Mill Street to North Adams Street.
North Sixth Street from North Mill Street to east City limits.
Old 21A from Sunshine Drive to west City limits.
South Mill Street from Main Street to new 21A.
Sunshine Drive from old 21A to northwest City limits.

No person shall deposit or cause to be deposited any snow or ice on or against a fire hydrant or on any sidewalk, street or loading and unloading areas of a public transportation system, except that snow and ice may be windrowed on public roadways incident to the cleaning thereof or windrowed on curbs incident to the cleaning of sidewalks in business districts.

No vehicle shall impede or interfere in any way with a snowplow or other snow removal vehicle while such snowplow or other snow removal vehicle is in operation on City streets.

Any person convicted of a violation of any provision of this Chapter shall be punished by a fine of not more than five hundred dollars ($500.00) or less than twenty-five dollars ($25.00) or by imprisonment for not more than ninety (90) days, or by both such fine and imprisonment.
