The proper officers of the Borough of Charleroi are hereby authorized
and directed to do all acts necessary and proper to establish, implement
and enforce a standardized system of property address numbering to
be in compliance with the requirements of the Washington County Enhanced
ALI 9-1-1 Emergency Communications System.
In addition to other requirements set forth in building, construction
and/or fire codes enforceable within the Borough, each building assigned
a street number shall have displayed its assigned street number according
to the following:
A. The number
shall be on a background of contrasting color;
B. The number
shall be in a position easily observed and readable from a public
right-of-way;
C. Arabic
numerals shall be used;
D. The number
shall be a minimum of four inches in height;
E. The number
shall have a minimum stroke width of 0.5 inch; and
F. The number
shall be located on both the front and the back of each building abutting
a public right-of-way.
It shall be the obligation of the owners of the property to
which numbers are being assigned to comply with the standards set
by this chapter as directed by the proper officers of the Borough
of Charleroi.
A properly verified copy of the address numbering system shall
be reported and delivered by the municipality to proper officers of
the Washington County Enhanced ALI 9-1-1 System, as requested.
Failure on the part of the property owner to comply with this
chapter shall result in the following procedure and penalty:
A. The Borough
Council or its designee is hereby authorized to give written notice
by personal service to the owner or occupant of any premises not in
conformance with this chapter. Such written notice shall advise the
owner or occupant of the provisions of this chapter and set forth
the violation that exists. The violator shall be given 15 days after
the issuance of such written notice to conform to the requirements
of this chapter.
B. Penalties shall be as set forth in Chapter
1, Article
II, Enforcement; General Penalty, of this Code.
This chapter shall become effective immediately upon passage
and execution by the Borough officials.
