A. 
The Mayor, with the consent and approval of a majority of the members elected to the Board of Aldermen, shall appoint a qualified person to the office of Administrative Assistant.
B. 
The Administrative Assistant shall hold office for a term of one (1) year and until his successor is appointed and qualified.
C. 
The Administrative Assistant shall be the assistant to the Mayor and shall perform such duties of an administrative or executive nature as the Mayor may from time to time direct, and he shall be responsible to and subject to the direction of the Mayor at all times in the performance of the duties of his office. Notwithstanding the above, the duties of the Administrative Assistant shall be confined to marketing the City for economic development purposes, although, from time to time, the Administrative Assistant shall perform other duties as directed.
D. 
The office of Administrative Assistant shall be a part-time position and shall not qualify for any benefits other than the dollar compensation herein provided. Provided there is no conflict with the interests of the City, the Administrative Assistant may engage in other part-time employments or occupations.
E. 
The Administrative Assistant shall attend meetings and shall participate actively in community organizations such as the Northwest Community Chamber of Commerce, the Woodson Terrace Business Association, the St. Louis County Municipal League, Overland Business Association, North County, Inc. Rotary Clubs and the Missouri Municipal League, shall communicate with current business persons in the City, including, but not limited to, hotels, retail shops, and service organizations, and shall meet with and recommend ordinances, resolutions, zoning law changes, which will benefit the City economically and provide for a healthier environment for the City. He shall devote the majority of his/her time to performing marketing for the economic development of the City. In addition, when requested, the Administrative Assistant shall perform all functions and duties assigned in the City's Zoning Ordinance and the codes of the City, including but not limited to the Property Maintenance Codes, the Building Codes and St. Louis County Codes adopted by the City from time to time. He shall act as a hearing officer as may be directed by such codes and City ordinances, including nuisance ordinances.
F. 
The Administrative Assistant shall have such other powers and perform such other duties as may be prescribed by the Mayor or other ordinances of the City from time to time; provided that he shall be limited to part-time services averaging less than twenty (20) hours per week.
G. 
The Administrative Assistant shall give bond to the City in the sum of ten thousand dollars ($10,000.00) conditioned on the faithful discharge of the duties of such office, with such surety and upon such terms as may be approved by the Mayor, the cost thereof to be paid from the general revenue.
H. 
The compensation for the office shall be one thousand eight hundred seventy-nine dollars and fifty-two cents ($1,879.52) per month, and thereafter the monthly compensation shall be such amount as enacted by separate ordinance for succeeding terms of office.
