A. The
Board of Trustees of the Village of Country Club Missouri has appointed
a Village Planning Commission to prepare and maintain a Comprehensive
Plan and regulations pertinent thereto designed to conserve property
values, to secure adequate light, air and safety, fire, tornadoes,
and other dangers, to lessen congestion in streets and highways, and
otherwise promote public health, safety, morals, and the general welfare.
B. The
provisions of the Comprehensive Plan have been formulated and approved
and the comprehensive planning program is underway.
C. Subsequent
planning will be in conformance with the provisions of the Comprehensive
Plan which is designed to achieve a balanced and attractive village
in harmony with present and prospective public needs and which will
serve as the basic frame of reference for all administrative and regulatory
measures relating to the physical development of the Village.
D. This
Zoning Code has been prepared and formulated to implement the facts
and findings of the Comprehensive Plan and said Zoning Code is in
compliance with Missouri State Statutes and subsequent revisions and
local ordinances subject to the following provisions and limitations:
1. If any Section, Subsection, sentence, clause, or phrase of this Chapter
is for any reason held to be unconstitutional, such decision shall
not affect the validity of the remaining portions of this Chapter.
2. Any ordinance (or parts of ordinance) in conflict herewith are hereby
repealed.
3. This Chapter shall be in full force and effect from and after its
passage as provided by law.
4. Public hearings on this Chapter held on December 14, 1999, at which
comments were received and duly considered.
