The style of the ordinances of the City shall be: "Be it ordained
by the Board of Aldermen of the City of Carl Junction as follows:"
No ordinance shall be passed except by bill, and no bill shall become
an ordinance unless on its final passage a majority of the members
elected to the Board of Aldermen shall vote for it, and the "ayes"
and "nays" be entered on the journal. Every proposed ordinance shall
be introduced to the Board of Aldermen in writing and shall be read
by title or in full two (2) times prior to passage, both readings
may occur at a single meeting of the Board of Aldermen. If the proposed
ordinance is read by title only, copies of the proposed ordinance
shall be made available for public inspection prior to the time the
bill is under consideration by the Board of Aldermen. No bill shall
become an ordinance until it shall have been signed by the Mayor or
person exercising the duties of the Mayor's office, or shall have
been passed over the Mayor's veto, as herein provided.

Every resolution or ordinance passed by the Board of Aldermen
must be signed by the Mayor, or in the absence of the Mayor, the Mayor
Pro Tem, or shall have been passed over the Mayor's veto, as herein
provided, before such resolution or ordinance takes effect.

A. Any
ordinance which has had its first (1st) reading is thereby opened
for debate and amendment. On the close of the debate, after the final
reading, the Presiding Officer shall entertain a motion to place such
ordinance on passage.
B. The
motion for passage shall not be debatable and shall take precedence
over all other motions except one for adjournment. Upon being seconded,
the Presiding Officer shall immediately put the motion to the Board.
If the said motion is adopted, no further debate or amendment shall
be allowed, and the Clerk shall immediately ask the members of the
Board to vote electronically for its passage, or, if electronic voting
is unavailable, the Clerk shall immediately call the roll for its
passage. If such motion for passage is not adopted, the ordinance
shall still be open for debate and amendment until such time as a
motion for passage is adopted.

All ordinances shall take effect upon their passage, and being
signed by the Mayor, unless a later date is specifically set out in
the ordinance.
