This Chapter and other ordinances of the City, where applicable, shall apply and be in force in all the parks of the City, whether within the City limits or without the City limits, and on all property immediately adjacent to such parks or which contains a body of water which flows into such parks if within one-half (½) mile of the City limits. The Police Department is authorized and empowered to enforce the provisions of this Chapter and other ordinances of the City, as well as all of the rules and regulations of the City Administrator when approved by the Board of Aldermen, within the public parks, playgrounds or other grounds belonging to the City, located within the City limits or without the City limits, and on all property immediately adjacent to such parks, playgrounds or other grounds belonging to the City, or which contains a body of water which flows into such parks, playgrounds or other grounds belonging to the City, if within one-half (½) mile of the City limits, in the same manner and to the same effect as if located in the corporate limits of the City.

Any person who shall violate any of the provisions of this Chapter, or who shall violate any of the rules and regulations of the City adopted as provided in Section 240.010, shall be deemed guilty of a misdemeanor.

A. 
All public parks in the City shall be closed from 9:00 P.M. to 7:00 A.M. from November first (1st) through March thirty-first (31st) and from 11:00 P.M. to 7:00 A.M. from April first (1st) through October thirty-first (31st). During the period that the parks are closed, presence in the parks shall be prohibited unless the closing period is extended in writing by the Board of Aldermen.
B. 
All trails shall be closed from sunset to sunrise. Presence in the parks shall be prohibited unless the period is extended in writing by the Board of Aldermen.

Use of the picnic area and the individual fireplaces, together with the tables and benches, follows the general rule of "first come, first served". Groups such as family reunions, charitable groups and religious groups may reserve the picnic areas with the City Clerk under such rules as she/he may promulgate. Persons having a reservation issued by the City Clerk shall have priority over others for the use of the reserved area, and persons without a reservation will be required to vacate the picnic area covered by the reservation upon request by the holder of the reservation, the City Administrator or a City Police Officer. Any person who fails to vacate the reserved area when requested to do so by such persons shall be guilty of a misdemeanor.

It shall be unlawful for any person to enter or leave any public park except by the walks, paths or drives provided therefor, or to drive any animal or vehicle anywhere in any park except in the drives provided therefor. The offender is responsible for any damage caused by leaving provided drives. No licensed vehicles are permitted to be operated on any of the paths or trails in any City park. No vehicles commonly referred to as ATVs are permitted in any City park.

It shall be unlawful for any person to sell or offer for sale any article or anything whatsoever of any character in any public park or in or upon any of the grounds in the public parks owned by or under the control of the City without the consent of the Board of Aldermen having been first had and obtained.

It shall be unlawful for any person to allow any animal or vehicle to stand unattended in any park, except at places especially provided for such purposes.

It shall be unlawful for any person to go upon the grass, lawn or turf of any park wherever a "Keep Off the Grass" sign is displayed.

A. 
It shall be unlawful for any person to shoot at, catch or disturb any waterfowl or other birds belonging to, preserved or being in or about any public park, or to touch or destroy the nest of any such bird or the eggs therein.
B. 
It shall be unlawful for any person to feed any waterfowl either artificial or natural feeds in any public park, or on any property immediately adjacent to such park or which contains a body of water which flows into such park, if such property is within one-half (½) mile of the City limits.

It shall be unlawful for any person to light, make or use any fire within a public park at any place except such as may be designated by the Public Works Superintendent for that purpose.

No person shall be permitted to build or place any tents, buildings, booths, stands or other structures in any public park, public boulevard, public driveway or public road without first obtaining the written permission of the Board of Aldermen.

No gathering or meeting of any kind and no public speaking shall be permitted in public parks without written permission.

No entry, launching, landing or removal of any type of watercraft with a fueled motor into navigable waterways from City park property shall be permitted.

No swimming is permitted in any waterway in any City parks.

Gasoline motors are prohibited in Lakeside Park. Gasoline motors attached to boats but not in use are prohibited in Lakeside Park. Electric motors are permitted in Lakeside Park. All boats in Lakeside Park must be properly licensed according to State law. Flotation devices in Lakeside Park must be readily accessible and all occupants under the age of thirteen (13) must wear the floatation devices while in a boat.

All State regulations apply to the lakes and ponds at Lakeside Park. Fishing is only permitted by fishing poles only in Lakeside Park. No set lines, trout lines, limb lines, hand lines or jug lines are permitted in Lakeside Park. All creel limits will be set according to Missouri Department of Conservation recommendation and will be posted at the lakes and ponds in Lakeside Park.
