No person shall operate or drive a motor vehicle (except emergency vehicles on emergency runs) or any other conveyance on any street, boulevard, thoroughfare, or public way, in this City, at any time, at a rate of speed in excess of thirty (30) miles per hour except as a greater or lesser speed is hereinafter provided for certain streets, boulevards, thoroughfares, areas or public ways in the City, and except as a greater or lesser speed is hereinafter provided for certain classes and types of motor vehicles and other conveyances.
