For the purposes of this Article the following terms shall be
deemed to have the meanings indicated below:
COMMERCIAL BOARDING HOUSE
Any dwelling or other structure where food is prepared and
served for consumption therein and any charge or other consideration
is made for such food and service.
COMMERCIAL ROOMING HOUSE
Any dwelling or structure where rooming or sleeping accommodations
or facilities are furnished for any charge or other consideration.
COMMERCIAL ROOMING AND BOARDING HOUSE
Any dwelling or other structure furnishing for any charge
or other consideration any rooming or sleeping accommodations and
furnishing meals or food for any charge or other consideration.

It shall be unlawful for any person, firm or corporation to
set up, maintain or operate any commercial rooming house, boarding
house or rooming and boarding house unless and until a special permit
therefor is approved by the Board of Aldermen of the City of Carl
Junction acting through the City Clerk and a special annual fee in
the amount of five dollars ($5.00) is paid to the City Clerk and no
such annual permit shall be issued until after an inspection by the
Chief of Police or other authorized representative designated by the
Board of Aldermen and such Inspector reports that said commercial
rooming house, boarding house or rooming and boarding house meets
all the fire and other safety requirements and the dwelling and structure
thereof are sanitary, sound, free from hazard, and the owners and
operators thereof carry liability against personal injury and death,
issued by an insurance company licensed to do business in the State
of Missouri, and a copy of such policy is furnished to and filed with
the City Clerk, and that said facility is complying with all State
and Federal Statutes, laws and regulations.

Violation of this Article is a misdemeanor and punishable by
a fine not to exceed one hundred dollars ($100.00) for each day's
operation without such permit and shall be reason for revocation of
such permit.

The Chief of Police or other authorized representative designated
by the Board of Aldermen shall have the right to inspect any such
commercial rooming house, boarding house or rooming and boarding house
at any reasonable time.
