The regular meetings of the City Council shall be held on the second Tuesday in each month at 6:00 P.M. unless otherwise set by Council. Work session meetings shall be held on the fourth Tuesday of a month at 6:00 P.M. at the discretion of the Mayor.

The Council shall meet at City Hall unless otherwise provided by motion.

A. 
Notwithstanding any other provisions of the Park Hills City Code to the contrary, any employee shall be permitted to examine, when requested in person, the following portions of his/her individually identifiable personnel records: training, attendance, commendation, medical, drug testing, garnishments, child support, tax liens and any other records originally provided by the employee and any other records that the employee has a right to see by any other ordinance or by the Personnel Manual of the City of Park Hills. A copy of said records shall be provided upon request to the employee at no cost.
B. 
Notwithstanding any other provisions of the Park Hills City Code to the contrary, any supervisor shall be permitted to examine, but not copy, when requested in person, individually identifiable personnel records regarding the following matters when the records pertain to an employee under his/her supervision: evaluations, discipline, commendations, attendance and training.
C. 
For the purposes of this Section, the term "supervisor" shall be defined as an individual employee having, as a part of his/her job, the direction of other employees in the interest of the City and/or who has the authority to transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline other City employees or to adjust grievances or effectively to recommend such actions in other than a merely routine or clerical nature.
D. 
Notwithstanding any other provisions of the Park Hills City Code to the contrary, any City Councilperson shall be permitted by the custodian of records to examine, but not copy, when requested in person, any minutes of closed Council meetings and any document, report or other written information which has previously been presented to the Council in closed session as reflected in the minutes of said closed session.

Five (5) Councilpersons shall constitute a quorum to do business.

Special meetings may be called by three (3) or more Councilpersons, or by the Mayor. The City Clerk shall prepare a notice of such special meeting in conformance with Chapter 610, RSMo.

Any meeting that has been adjourned with unfinished business left on the table shall be called by two (2) Councilpersons or the Mayor but no sooner than three (3) days after the meeting has been adjourned. The first order of business shall be the approval of the minutes of the prior meeting and then the unfinished business of the meeting adjourned shall be taken up next.
