Fences, hedges and/or walls may be erected, altered or reconstructed in any district to a height of six feet and to a height of eight feet in the Heavy Industrial District subject to the following regulations and limitations.

Front yard fences are those which project past the required or existing rear yard line of the building. These fences shall not exceed 48 inches in height and shall be of chain link or other see-through construction, and absolutely no stockade-type fences shall be permitted in the front yard.

At or near the intersection of two or more streets, no fence or hedge shrubbery or other similar matter shall be permitted to obstruct the view of motorists traveling on the streets regardless of any other regulation herein. In no case shall such fence or hedge be permitted unless the Zoning Officer determines that such fence or hedge does not impair the necessary visibility required for safe traffic movement.

It is required that the owner or tenants of land shall keep all shrubbery, hedges and other plant life within 10 feet of any right-of-way and within 50 feet of the closest intersecting curbline to a height not exceeding three feet where the Police Department shall deem it necessary and expedient for the preservation of the public safety. If such determination is made, the owner or tenant shall be given written notice advising that the cutting must be done within 15 days. If the owner or tenant fails to cut the same within the time required, the Borough may cut such shrubbery, hedges or plant life and so shall certify. Such costs may be charged against the lands of the owner and become a lien upon such lands and shall be assessed and levied upon the lands as other taxes, with the same rights of collection and enforcement as in the collection of taxes.

All fences, hedges, walls and/or shrubbery must be erected within the property lines, and no fence, hedge, wall and/or shrubbery shall be erected so as to encroach upon a public right-of-way.
All fences, hedges, walls and/or shrubbery shall be maintained in a safe, sound and upright condition.
If the Construction Official, upon inspection, determines that any fence, wall or any portion of any fence or wall is not being maintained in a safe, sound or upright condition, he shall notify the owner of such fence or wall, in writing, of his findings and state briefly the reasons for such findings and order such fence or wall or portion of such fence or wall repaired or removed within 15 days of the date of the written notice.
