The President of the Council and the Manager of the Borough are hereby authorized, empowered and directed to enter into those certain intergovernmental police cooperation agreements, specifically a Municipal Police Cooperative Agreement and a Commonwealth of Pennsylvania Office of the Attorney General Municipal Drug Task Force Agreement (referred to as "agreements" hereinafter), with the municipalities designated hereafter, under the terms of which the police officers of each municipality are granted authority to officially act as police officers of the other municipality, subject to the terms of the agreements, when performing duties in the other municipality and establishing procedures for the Police Department of each municipality to render aid and assistance to one another, which agreements are attached hereto, made a part hereof and incorporated herein by reference thereto.[1]

The duration of the agreements shall be indefinite, subject to termination by each municipality as provided in the agreements.
The purpose and objective of the agreements are to foster improved governmental cooperation between the municipalities of Baldwin Township, Bethel Park Borough, Bridgeville Borough, Castle Shannon Borough, Dormont Borough, Green Tree Borough, Mt. Lebanon Township, Scott Township, South Park Township and Whitehall Borough to improve law enforcement in the aforesaid municipalities by providing police officers with the authority to exercise official duties in the other municipalities, thereby alleviating problems of arrests being determined improper or unlawful by reason of jurisdictional or boundary issues.
Each municipality shall be responsible for any expenses not reimbursed by the Commonwealth of Pennsylvania or any other funding source, said expenses being incurred by reason of action taken by its police pursuant to the agreements.
No additional organizational structure other than that provided by the Commonwealth of Pennsylvania Office of the Attorney General, Bureau of Narcotics Investigation and Drug Control, Municipal Cooperative Narcotics Task Force Operations Manual, as amended by the South Hills Task Force Amendments, and the agreements will be necessary to implement the agreements, nor will any property, real or personal, be acquired, managed or disposed of in order to effect the purpose of the agreements.
This article shall become effective upon the date that each of the municipalities named and designated in said agreements shall have signed the same.
This action is taken pursuant to the authority granted to the Borough by the Intergovernmental Cooperation Act, 53 Pa.C.S.A. § 2301 et seq., as amended.
