As an additional salary, the City shall pay to each full-time employee as well as the City Collector, the sum of twenty dollars ($20.00) per month which shall be treated as deferred compensation as provided in Section 457 of the Internal Revenue Code.

A. 
Definitions. The following words or terms, as used in this Section, shall have the meanings as set out herein:
CITY
City of Tipton, Missouri.
FULL-TIME EMPLOYEE
An employee of the City that has successfully completed a ninety (90) day probationary period or such other period of probation that the Board of Aldermen may designate for such employee and has been assigned to a City job that permits him to work at least thirty (30) hours per week or more for a period of at least four (4) consecutive weeks.
HE
Either gender, he or she.
IMMEDIATE FAMILY
An employee's spouse, child, stepchild, parent, parent-in-law and grandparent.
MONTH
Any calendar month or portion thereof
SICK
Shall mean the following:
1. 
Any personal illness, injury or disability that prohibits an employee from performing his or her work for the City;
2. 
Quarantine of an employee by a physician or officer to comply with community health regulations;
3. 
Illness, injury or disability of the immediate family;
4. 
Medical, dental and optical visits;
5. 
Use of a prescription drug which impairs job performance.
B. 
Sick Leave.
1. 
A full-time employee is awarded one (1) day of sick leave on the first (1st) day of the first (1st) month after he becomes a full-time employee and is awarded an additional day of sick leave on the first (1st) day of each month thereafter until such time that he has accumulated up to ninety-six (96) days of unused sick leave, which is the maximum amount a full-time employee may accumulate.
2. 
A full-time employee may use his sick leave for a sickness as hereinabove defined and will receive full pay at his rate of pay for each day he is off work for such defined illness as well as the sick days he accumulated during his sickness. An employee cannot use sick days that have not been accumulated prior to or during his illness.
3. 
A physician's certificate shall be required when a full-time employee is absent for a period in excess of three (3) business days. The City may also request the opinion of a second (2nd) doctor at the City's expense to determine whether the employee suffers from a chronic condition that impairs their ability to perform their job. Improper use of sick days will result in discharge.
4. 
The employee will notify the appropriate supervisor prior to taking sick leave.
5. 
An employee who is terminated or resigns his full-time employment with the City for any reason forfeits all rights to any and all sick leave he has accumulated during his employment with the City.
C. 
All full-time employees who have accumulated sick leave days under previous sick leave ordinances shall retain such days under this Section.

The following days are designated paid holidays for full-time City employees:
New Year's Day
Martin Luther King Day
Presidents' Day
Memorial Day
Juneteenth
Independence Day
Labor Day
Veterans' Day
Thanksgiving Day
The Friday after Thanksgiving
Christmas Day
B. 
If a holiday falls on a Saturday, the employees shall take the preceding Friday off; if the holiday falls on a Sunday, employees shall take the following Monday off.

A. 
The City of Tipton, Missouri, is a "political subdivision", as defined in Sections 70.600 through 70.755, RSMo., and hereby elects to have covered by the Missouri Local Government Employees Retirement System all its eligible employees with one thousand five hundred (1,500) or more hours of annual employment and to cover under benefit program LT-5(65) (1.25% for life, plus .75% to age 65) such employees of the following classes:
Present and Future General Employees except Firemen.
B. 
The City of Tipton, Missouri, hereby elects that one hundred percent (100%) of prior employment be considered for prior service credit in computing benefits, vesting and contributions to the system, and the City Clerk is hereby authorized and directed to deduct from the wages and salaries of each employee member, the member contributions required by Section 70.705, RSMo., and to promptly remit the deductions to the Retirement System, together with the employer contributions required by Section 70.730 RSMo. Employee and employer contributions are to be effective the first (1st) day of March, 1981 (as amended in 2002 and 2005). All qualified employment after the effective date shall be considered membership services, as defined in Section 70.600(15), RSMo.
C. 
The City of Tipton, Missouri, hereby elects a change in the benefit program of member employees, changing member employees option of retirement to under the "80 and Out" option.
D. 
Contributions to the Missouri Local Government Employees Retirement System (LAGERS) of four percent (4%) of total gross wages shall be required from all eligible employees.
E. 
"Final average salary" for each employee shall be determined on the basis of a thirty-six (36) consecutive month period.

A. 
It is hereby declared to be the policy and purpose of the City of Tipton, Missouri, to extend, at the earliest date, to all eligible employees and officials of said City, who are not excluded by law or this Ordinance, and whether employed in connection with a governmental or proprietary function of said City, the benefits of the system of Federal Old-Age and Survivors Insurance as authorized by the Social Security Act Amendments of 1950, and by Senate Committee Substitute for Senate Bill No. 3 of the 66th General Assembly of the State of Missouri and amendments thereof, as the same may be now and hereafter in effect.
B. 
The Mayor and City Clerk of the City of Tipton, Missouri, are hereby authorized and directed, on behalf of this City, to prepare, execute and submit to the Division of Budget and Comptroller of the State of Missouri, as State Agency of the State of Missouri, a plan and agreement for extending said benefits to said eligible employees and officials of the City of Tipton, Missouri, in the form prepared by the State Agency and hereby approved and adopted by the Board of Alderpersons of this City, which plan and agreement are to become effective upon approval thereof by the State Agency, and are further authorized and directed to execute agreements and modifications and amendments thereof with said State Agency, providing for the extension of said benefits to said employees and officials as set forth in said plan and agreement, as provided for in Subsection (A) hereof, said plan and agreement to provide that said extension of benefits is to be effective on January 1, 1951.
C. 
Commencing on the first (1st) day of the month following the date of the approval of the plan and agreement of this City of the State Agency, there shall be deducted from the wages of all employees and officials of the City of Tipton, Missouri, to whom the benefits of said system of Federal Old-Age and Survivors Insurance are extended, by virtue of the plan and agreement hereinbefore provided for, the amount of each of said employees' and Officials' contributions, as determined by the applicable State and Federal Laws and by said plan and agreement, the aggregate amount of said deductions to be paid into the Contributions Fund created by Senate Committee Substitute for Senate Bill No. 3 of the 66th General Assembly of the State of Missouri; provided however, that from the first (1st) payment of wages made to each of said employees and officials after the benefits of said system have been extended to such employees and officials, there shall be deducted a sum equal to the amount which would have been due and payable from each of said employees and officials had said extension of benefits been provided and effective on January 1, 1951.
D. 
Commencing on the first (1st) day of the month following the date of the approval of the plan and agreement of this City of the State Agency, there is hereby authorized to be appropriated from the General Fund of the City of Tipton, Missouri, and there is, and shall be appropriated, the sum or sums of money necessary to pay the contributions of the City of Tipton, Missouri, which shall be due and payable by virtue of the extension of the benefits of the Federal Old-Age and Survivors Insurance System to the eligible employees and officials of said City, said sum or sums of money to be paid into the Contributions Fund created by Senate Committee Substitute for Senate Bill No. 3 of the 66th General Assembly of the State of Missouri; provided however, that in making the first (1st) payment to said Contributions Fund, after the benefits of said system have been extended to such employees and officials, said first (1st) payment shall include a sum equal to the amount which would have been due and payable had said extension of benefits been provided and effective on January 1, 1951. The Fund from which said appropriation is made will, at all times, be sufficient to pay the contributions of the City by this Section directed to be paid to said Contributions Fund.
E. 
The City of Tipton, Missouri, from and after the approval of the plan and agreement of this City by the State Agency, shall fully comply with, and shall keep such records, make such reports and provide such methods of administration of said plan and agreement as may be required by all applicable State and Federal Laws, rules and regulations, now and hereafter in effect with respect to the extension of the benefits of the Federal Old-Age and Survivors Insurance System to the employees and officials of this City. For the purpose of administering said plan and agreement the City Clerk of this City shall be the official who shall make all required reports, keep all the records, and be responsible for the administration of said plan and agreement on behalf of this City, and any and all notices and communications from the State Agency to this City with respect to said plan and agreement shall be addressed to "City Clerk, Tipton, Missouri".
