Every operator of a vehicle approaching an intersection at which an official traffic control device is erected in accordance with this chapter shall obey the direction of such official traffic control device as required by the Wisconsin Statutes incorporated by reference in § 451-1 of this chapter. Operators of vehicles approaching a stop sign shall stop before entering a highway as required by § 346.46, Wis. Stats. Operators approaching intersections at which a yield sign has been installed shall yield the right-of-way to other vehicles as required by § 346.18(6), Wis. Stats.
A. 
The provisions of §§ 346.57, 346.58 and 346.59 of the Wisconsin Statutes relating to the maximum and minimum speed of vehicles are hereby adopted, except as provided in Subsection B below.
B. 
The Village Board having determined that a modification of speed limits is necessary for public safety reasons, speed limits on the following streets are hereby modified:
(1) 
Twenty-five miles per hour on North Pacific Street from its intersection with East Clark Street to a point designated by a speed limit sign changing the speed limit to 35 mph to the Village limits.
(2) 
Twenty-five miles per hour on South Pacific Street from its intersection with East Clark Street to a point designated by a speed limit sign changing the speed limit to 35 mph to the Village limits.
The following streets are designated as through streets for traffic regulation purposes:
A. 
Dearborn Street from its intersection with LaSalle Street west to Oak Street is designated as a through street and traffic on South Chestnut Street and South Madison Street shall yield the right-of-way to traffic on Dearborn Street.
B. 
Roberts Street is designated as a through street at its intersection with South Madison Street and South Chestnut Street and traffic on South Chestnut Street and South Madison Street shall yield the right-of-way to traffic on Roberts Street.
C. 
Traffic on Roberts Street shall yield the right-of-way to traffic on South Pearl Street.
D. 
Louisa Street is designated as a through street at its intersection with South Chestnut Street and traffic on South Chestnut Street shall yield the right-of-way to traffic on Louisa Street.
E. 
Traffic on Louisa Street shall yield the right-of-way to traffic on South Madison Street and South Pearl Street.
F. 
Buse Street is designated as a through street and traffic on South Pearl Street and South Chestnut Street shall stop prior to entering Buse Street.
A. 
Traffic on the following intersections in the Village of Spencer shall stop and yield the right-of-way to approaching traffic, to wit:
(1) 
Traffic on Wisconsin Street shall stop and yield to traffic on Elm Street.
(2) 
Traffic on Buse shall stop and yield to traffic on South LaSalle.
(3) 
Traffic on Pearl shall stop and yield to traffic on Buse.
(4) 
Traffic on South Chestnut shall stop and yield to traffic on Buse.
(5) 
Traffic on South Oak shall stop and yield to traffic on West Clark.
(6) 
Traffic on South Madison shall stop and yield to traffic on West Clark.
(7) 
Traffic on South Chestnut shall stop and yield to traffic on West Clark.

Traffic on Chestnut and Madison shall yield the right-of-way to traffic on Dearborn.
(3) 
Traffic on Kobs shall yield the right-of-way to traffic on Park.
(4) 
Traffic on Second shall yield the right-of-way to traffic on Walnut.
(5) 
Traffic on East Main shall yield the right-of-way to traffic on North Haslow.
(6) 
Traffic on South Jefferson shall yield the right-of-way to traffic on East Hemlock.
(7) 
Traffic on West Louisa shall yield the right-of-way to traffic on Pearl.

A. 
Prohibition. No person shall operate a vehicle or combination of vehicles upon any street within the corporate limits of the Village of Spencer having a gross weight greater than 14,000 pounds, except as provided in this section.
B. 
Truck routes designated. The provisions of Subsection A shall not apply to the following streets within the Village of Spencer:
(1) 
Pacific Street (State Highway 13).
(2) 
Clark Street (Marathon County Trunk Highway "C" and State Highway 98).
(3) 
Willow Drive from its intersection with Pacific Street (State Highway 13) to its intersection with LaSalle Street.
(4) 
Park Street from Willow Drive to Clark Street (State Highway 98).
(5) 
Monroe Street south from Willow Drive.
(6) 
Louisa Street from Park Street to LaSalle Street.
C. 
Signs. Signs shall be directed at the entrances to the Village on Pacific Street, LaSalle Street, and Clark Street advising of restrictions on heavy vehicle traffic and the streets designated in Subsection B shall be marked with yellow paint on street name signage adjacent to the road to indicate their designation as truck routes.
D. 
Exceptions. The provisions of this section shall not apply to vehicles making deliveries to residences or commercial establishments while actually engaged in making such deliveries and shall have no application to school buses.
