Except as otherwise provided in this article, the regulatory and procedural provisions of the Minn. Stat. Chs. 168 and 169 (commonly referred to as the "Highway Traffic Regulation Act") and Ch. 171, as amended, are hereby incorporated herein and adopted by reference, including the penalty provisions hereof.
A. 
Prima facie evidence. It shall be prima facie evidence of exhibition driving when a motor vehicle stops, starts, accelerates, decelerates, or turns at an unnecessary rate of speed so as to cause the tires to squeal, or gears to grind, or sand, gravel or soil to be thrown or an engine to backfire or fishtailing or skidding, or as to two- three- or four-wheeled vehicles, the front tire(s) to lose contact with the ground or roadway surface.
B. 
Unlawful act. It shall be unlawful for any person to do any exhibition driving on any street, parking lot, or other public or private property, except when an emergency creates necessity for such operation to prevent injury to persons or damage to property; provided that this section does not apply to driving on a licensed racetrack with permission and under the auspices and direction of the licensee.
Violation of this article shall constitute a petty misdemeanor punishable by a fine not exceeding $300, plus the costs of prosecution.
