1. Other Requirements and Regulations. All buildings and uses in any
residential district shall, in addition to the requirements and regulations
outlined in this Part, comply with all of the other requirements and
regulations of this chapter.
2. Accessory structures. The following special regulations shall apply
to accessory structures in residential districts:
A. Accessory structures may not be situated within any "front" yard
in any residential zoning district.
B. Accessory structures may be situated within any "side" yard in any
residential district, provided only that any such accessory structure
shall meet all required side yard setbacks established herein for
accessory structures in the same district.
C. Accessory structures may be situated within any "rear" yard in any
residential district, only when separated from the principal structure
by distance of at least 10 feet and only when any such structure meets
the required side and rear yard setbacks established herein or accessory
structures in the district.
3. Schedule of Minimum Usable Floor Areas. The schedule of minimum usable
floor areas pre dwelling unit type in each residential district is

1. Purpose. The primary purpose of the single-family residential district
is to provide suitable locations and development standards for single-family
dwellings in the Borough. Certain other compatible or related uses
may also be permitted in this district.
2. Permitted Uses. The following principal and accessory uses, permitted
and conditional uses, and uses by special exception shall be permitted
in the R-1 Residential District:
A. Principal Uses. The following principal uses shall be permitted in
the R-1 Residential District:

Temporary uses: § 27-502.A, .B and .D.
B. Accessory Uses. The following accessory uses as elsewhere herein
regulated shall be permitted in the R-1 Residential District:

Private garages, carports, and/or off-street parking areas,
in any side or rear yards, only.
(4)
Driveways and driveway turnarounds.
(5)
Private flower or vegetable gardens.
(7)
Private lawn and garden storage sheds with a total floor area
of 144 square feet or less.
(8)
Signs, as regulated under Part 10.
(9)
Other customary architectural, design or landscaping features;
consistent with the maintenance of the exclusively single-family residential
character of the district and subject to approval by the Zoning Officer.
C. Conditional Uses. The following uses shall be permitted as conditional uses in the R-1 residential district, subject to the regulations and procedures outlined under Part
11 of this chapter:
D. Uses by Special Exception. The following uses shall be permitted as uses by special exception in the R-1 Residential District, subject to the regulations and procedures outlined under Part
13 of this chapter:
(1)
Adult or child day care center, only when ancillary to an existing
school or church.
(2)
Public utility structures.
3. Bulk and Area Requirements. The following bulk and area requirements
are hereby established for all permitted principal and accessory residential
structures and uses in any subdistrict of the R-1 Residential District:

B. Maximum Lot Coverage. The maximum lot coverage shall be as follows:

Principal Structures: 36 feet and three stories, except schools
or churches which may be constructed to a height not to exceed 50
feet and three stories.
(2)
Accessory Buildings: 15 feet and one story.
(3)
Walls or Fences: four feet in any required front yard and six
feet in any required side or rear yard; except that recreational facilities
and schools may have open chain link security fencing in any required
side or rear yard to a height not to exceed 10 feet.

1. Purpose. The primary purpose of the R-1T Traditional Single-Family
District is to provide suitable locations and development standards
for single-family dwellings in the traditional, historical and heritage
sections of the Borough with smaller lot sizes and frontages. This
district recognizes that the area in questions is nearly fully developed
and is intended to guide the continued use of the area as well as
redevelopment of areas made vacant through the demolition of existing
structures.
2. Zoning District Defined. The R-1T Traditional Single-Family District
includes all of the following areas:
A. All properties in the area bounded by West Hazel Way or Alley, Sarah
Street and Hays Street.
B. All properties in the area bounded by Walnut Street, Sarah Street,
Grandview Boulevard and the unopened street named Laurel Street as
shown on the maps of record.
C. All properties abutting the northerly line of Walnut Street to 1/2
the distance to Eighth Avenue.
D. All properties abutting the northerly line of Eighth Avenue between
Evan Street and Parry Street to 1/2 the distance to Seventh Avenue.
E. All properties abutting or to the south of the southerly line of
Doyle Avenue to the Borough boundary.
3. Permitted Uses. The following principal and accessory uses, permitted
and conditional uses, and uses by special exception shall be permitted
in the R-1T Traditional Single-Family District:
A. Principal Uses. The following principal uses shall be permitted in
the R-1T Residential District:
(1)
Single-family detached dwelling.
(2)
Essential services, church, school and recreational facilities
and temporary uses as regulated in the R-1 Single-Family District.
(3)
Off-street parking (only where ancillary to another permitted
principal use, conditional use or use by special exception which is
situated contiguous to or directly across the street from the parking
area.)
B. Accessory Uses. The following accessory uses shall be permitted in
the R-1T Residential District:
(1)
All uses listed as permitted accessory uses in the R-1 Single-Family
District.
4. Conditional Uses. The following uses shall be permitted only as conditional uses in the R-1T Traditional Single-Family District, subject to the regulations and procedures outlined under Part
12 of this chapter:
A. Those uses listed as "conditional uses" and as regulated in the R-1
Residential Districts.
B. Quasi-public uses as regulated in the R-1 Single-Family District.
C. Those uses listed as conditional uses in the R-M Multi-family District as described and regulated in §
27-704 below.
5. Uses by Special Exception. The following uses shall be permitted as uses by special exception in the R-1T Residential District, subject to the regulations and procedures outlines under Part
13 of this chapter.
A. Public utility structures.
B. Community garage (as an accessory use only).
6. Bulk and Area Requirements. The following bulk and area requirements
are hereby established for all permitted principal and accessory structures
and uses in the R-1T Single-Family District:

B. Maximum Lot Coverage. The maximum lot coverage shall be as follows:

Single-family detached dwellings: 33%.
C. Maximum Height. The maximum height in the R-1T Traditional Single-Family
District shall be the same as that established for permitted principal
and accessory structures and uses in the R-1 Single-Family District.
7. Existing Nonconforming Uses and Lots. Lots, structures and uses of land which were both lawful and existing prior to the adoption of this chapter and any amendments hereto, but which are restricted or prohibited by this chapter and any successors or any amendments, are permitted to remain and continue, subject to the following regulations set forth in Part
14 of this chapter.

to provide suitable locations and development standards for dwellings
for more than one family in the older sections of the Borough with
small lot sizes and frontages. This district recognizes that the area
in questions is nearly fully developed and is intended to guide the
continued use of the area as well as redevelopment of areas made vacant
through the demolition of existing structures.
2. Zoning District Defined. The R-M Multi-family District shall be the
same area as defined for the R-1T Traditional Single-Family District
at § 27-703.2.
3. Permitted Uses. There are no permitted uses in the R-M Multi-family
District.
4. Conditional Uses. The following principal and accessory uses, permitted
only as conditional uses, and uses by special exception shall be permitted
in the R-M Multi-family District:
A. Principal Uses. The following principal uses shall be permitted only as conditional uses in the R-M Multi-family District, subject to the regulations and procedures outlined under Part
12 of this chapter:
(1)
Structures with more than one dwelling unit.
(5)
Mid-rise apartments, including elderly housing facilities.
(8)
Off-street parking (only where ancillary to another permitted
principal use, conditional use or use by special exception which is
situated contiguous to or directly across the street from the parking
area and as regulated in the R-1T Residential District).
B. Accessory Uses. The following accessory uses shall be permitted in
the R-M Multi-family District only in conjunction with a properly
approved conditional use:
(1)
Buildings and uses of the type permitted as "accessory uses"
and as regulated in the R-1T Traditional Single-Family District; except
that approved off-street parking areas for any multi-family dwelling
only may also be permitted in any required front yard, provided that
said parking area shall be set back at least eight feet from the front
property line and that any such setback area shall be completely landscaped
in accordance with a plan approved by the Planning Commission.
(2)
Essential services, church, school and recreational facilities
and temporary uses as regulated in the R-1 Single-Family District.
5. Special Exceptions. There are no special exceptions in the R-M Multi-family
District.
6. Bulk and Area Requirements. The following bulk and area requirements
are hereby established for all permitted principal and accessory structures
and uses in the R-M Multi-family District:
