All buildings and uses in any business district in the Borough shall, in addition to the requirements and regulations outlined in this Part, comply with all of the other requirements and regulations of this chapter.

1. 
Purpose. The primary purpose of the C-1 Commercial District is to provide suitable locations and development standards for a wide variety of retail commercial uses, professional offices, personal and business services, financial services, entertainment and related business uses which have frontage on or are in very close proximity to high-volume arterial streets in the Borough. The district is designed to accommodate high volumes of pedestrian and vehicular (both local and through traffic) and relatively large-scale high-intensity commercial development.
2. 
Permitted Uses. The following principal and accessory uses, permitted and conditional uses, and uses by special exception shall be permitted in the C-1 Commercial District:
A. 
Principal Uses. The following principal uses shall be permitted in the C-1 Commercial District:
(1) 
Buildings and uses of the type permitted and as regulated in the least restrictive residential district which is contiguous to the specific lot in question, if any; provided, however, that no new or expanded residential uses not existing at the time of adoption of this amendment to this chapter shall be permitted.
(2) 
Professional offices.
(3) 
Retail business and sales of any size, including antiques, appliances, art, automotive supplies, bakery products, books, cards and gifts, clothing, computers and computer supplies, over-the-counter and prescription drugs (drugstore or pharmacy), dry goods, electronic products, real and artificial flowers and plants, food and groceries (including supermarkets), furniture hardware and building supplies (excluding supply yards), paint and home decorating supplies, sheet music, music supplies and musical instruments, office supplies, records and tapes, newspapers, books and magazines (excluding "adult entertainment establishments") and shoes.
(4) 
Financial institutions.
(5) 
Photographer's studio.
(6) 
Personal services.
(7) 
Business services.
(8) 
Public parking garage.
(9) 
Department stores.
(10) 
Eating and drinking establishments of any size, including the sale of alcoholic beverages; includes fast-food and drive-in restaurants.
(11) 
Hotel/motel, including customary ancillary retail and service uses.
(12) 
Shopping center.
(13) 
Funeral home.
(14) 
Commercial swimming pool.
(15) 
Veterinary clinic; excluding kennels.
(16) 
Commercial recreation.
(17) 
Automotive service station.
(18) 
Community or business school.
(19) 
Art gallery.
(20) 
Theater, excluding "adult entertainment establishments."
(21) 
Other similar retail business or service establishments, subject to approval by the Zoning Officer.
(22) 
Private club.
(23) 
Clinic.
(24) 
Hospital.
(25) 
Nursing home.
(26) 
Museum.
(27) 
Adult or child day care center.
(28) 
Pet grooming (excluding kennels.)
(29) 
Public utility substations and structures.

B. 
Accessory Uses. The following accessory uses shall be permitted in the C-1 Commercial District:
(1) 
All uses listed as permitted accessory uses in the C-1 Commercial District.
(2) 
Any business which includes indoor or outdoor ATM's and/or drive-through services or payment windows; provided, however, that the waiting or standing line for any such window shall be accommodated and contained entirely within the boundaries of the lot.
C. 
Conditional Uses. The following uses shall be permitted as conditional uses in the C-1 commercial district subject to the regulations and procedures outlined under Part 12 of this chapter:
(1) 
Buildings and uses of the type permitted and as regulated as "conditional uses" in the least restrictive contiguous residential district.
(2) 
Hospital.
(3) 
Antennas.
(4) 
Automotive repair establishment.
(5) 
Automotive, mobile home, boat, camper or trailer sales.
(6) 
Any wholesale business.
(7) 
Freight terminal.
(8) 
Lumber or supply yard.
(9) 
Maintenance and storage facility.
(10) 
Horticultural nursery.
(11) 
Research and development facility.
(12) 
Roadside stand.
(13) 
Amusement arcade.
(14) 
Indoor amusement facility.
D. 
Uses by Special Exception. The following uses shall be permitted as uses by special exception in the C-1 Commercial District subject to the regulations and procedures outlined under Part 13 of this chapter:
(1) 
Buildings and uses of the type permitted and as regulated as "special exception" in the least restrictive contiguous residential district.
3. 
Bulk and Area Requirements. The following bulk and area requirements are hereby established for all permitted principal and accessory structures and uses in the C-1 Commercial District:

B. 
Maximum Lot Coverage. The maximum lot coverage shall be as follows:

Hospitals: 50%.

Shopping center: 40%.
(4) 
Fast-food or drive-in restaurant: 40%.
(5) 
Funeral home: 60%.
(6) 
Public library: 40%.
(7) 
All other uses: 90%.
C. 
Maximum Height. The maximum height in the C-1 Commercial District shall be five stories and 60 feet.
D. 
Additional Standards, Requirements and Regulations.
(1) 
The gross floor area of each individual rental unit in any hotel or motel shall be not less than 300 square feet.
