Notwithstanding anything contained herein to the contrary, no
license authorized or permitted under the Municipal Code of the City
of Lake Mills shall be issued to any person who, at the time of the
issuance of the license, is delinquent in payment of any taxes, whether
real or personal, any assessment, or any other forfeiture or obligation
to the City.
There is hereby created a lien upon any property in the City
of Lake Mills to secure payment for any delinquency in payment to
the City of Lake Mills of special charges for current services provided
for the benefit of the property. The lien shall be perfected by giving
notice to the owner in accordance with the provisions of this article.
