This chapter establishes procedures for the operation and scope of activity for the City of Lake Mills Yard Waste Disposal Point and Yard Material Distribution Point. The City shall establish and operate a location in which City residents may dispose of selected yard waste material. The location shall also serve as a distribution point for selected yard materials which are desirable to City residents.
A. 
Grass clippings, leaves, and leafy materials may be transported to the yard waste disposal site by City residents and deposited in the designated areas. Containers used for transportation may either be retained by the resident or deposited in the designated container.
B. 
Branches, branch clippings and brush may be transported to the yard waste disposal point by City residents and deposited in the designated area.
C. 
Broken concrete materials, rocks, and blacktop materials, not to exceed one cubic yard in aggregate, may be transported by City residents and deposited in the designated area.
D. 
The City Manager retains the authority and discretion to allow the disposal of additional waste materials from time to time.
A. 
Firewood. The City of Lake Mills shall place all natural wood materials acquired from tree trimming and removal operations in the yard materials distribution point. Tree materials shall not exceed 18 inches in diameter and four feet in length. City residents may obtain this firewood material at no cost on a first-come, first-served basis, as available.
B. 
Wood chips. The City shall place and stock wood chips, as available, for distribution to all City residents on a first-come, first-served basis at no cost. Residents shall supply transportation and containers for wood chips. No wood chips shall be delivered to private residences by City-owned vehicles or employees.
C. 
The City Manager retains the authority and discretion to provide additional materials for free distribution to City residents from time to time.
D. 
Residential home delivery of any yard waste item by City employees or through the use of City-owned equipment is prohibited. Yard waste items for the purposes of this section shall include grass, firewood, wood chips, branches, sand, gravel, fill dirt, or topsoil.

E. 
The delivery of leaves to residential properties in the City of Lake Mills is permitted under such procedures established by the City Council from time to time.

All patrons of the yard waste disposal and yard material distribution point shall be residents of the City of Lake Mills. Operators of the point may request proof of residency. A valid driver's license or state photo ID with a City of Lake Mills address shall constitute proof of residency.
The City Manager shall establish hours of operation for the yard waste disposal and yard materials distribution point. The placement of any yard waste outside of the confines of the designated site is prohibited.
