Pursuant to Chapters 62 and 66 of the Wisconsin Statutes and, without limitation, § 62.11(5), Wis. Stats., the City of Lake Mills ("City") hereby exercises its authority to create a municipal communications utility.
The communications utility shall be responsible to plan, acquire, construct, extend, improve, maintain, operate, lease, dispose of, regulate, and manage a communications system to be constructed in order to provide, among other things, telecommunications, data, fiber optic, Internet, cable television, video and information services to the City, its departments, the school district, and the public generally in and around the Lake Mills area.
The communications utility shall be under the charge and management of the Lake Mills City Council, which may exercise all powers necessary or desirable to effect its purposes.
The City hereby finds that a municipal communications system will provide public benefits by providing for the continued growth and economic development of the City and is, thereby, in the best interests of the City. The City hereby further finds that a municipal communications system is in the public interest as a means of facilitating the provision of telecommunications, data, fiber optic, Internet, cable television, video and information services to the City, its departments, the school district, and the public generally in and around the Lake Mills area.
