A. 
The purpose of this article is to:
(1) 
Protect the public health, safety and welfare by establishing minimum standards governing the maintenance, appearance, condition and occupancy of residential rental dwellings.
(2) 
Establish minimum standards governing utilities, facilities and other physical components and conditions essential to make the aforesaid facilities fit for human habitation, occupancy and use.
(3) 
Fix certain responsibilities and duties upon owners.
B. 
This article is hereby declared to be remedial and essential for the public interest, and it is intended that this article be liberally construed to effectuate the purposes as stated herein.
The provisions of this article shall apply to all matters affecting or relating to rental dwelling units and premises. Where, in a specific case, different sections of this article specify different requirements, the most restrictive shall govern.
The provisions of this article shall govern the minimum conditions and the responsibilities of persons for maintenance of structures, equipment and exterior property.
A. 
Responsibility. The owner and/or owner's designee of the premises shall maintain the structures and exterior property.
B. 
Enforcement. The Township Health Officer, Zoning Officer and Construction Official are hereby designated as the enforcement authorities charged with the responsibility of enforcing the provisions of this article.
A. 
General. All plumbing fixtures shall be properly installed and maintained in working order, and shall be kept free from obstructions, leaks and defects and be capable of performing the function for which such plumbing fixtures are designed. All plumbing fixtures shall be maintained in a safe, sanitary and functional condition.
B. 
Plumbing system hazards. Where it is found that a plumbing system in a structure constitutes a hazard to the occupants or the structure by reason of inadequate service, inadequate venting, cross-connection, back siphonage, improper installation, deterioration or damage or for similar reasons, the Code Official shall require the defects to be corrected to eliminate the hazard.

General. Every sink, lavatory, bathtub or shower, drinking fountain, water closet or other plumbing fixture shall be properly connected to either a public water system or to an approved private water system. All kitchen sinks, lavatories, laundry facilities, bathtubs and showers shall be supplied with hot or tempered and cold running water in accordance with the Municipal Plumbing Code.
B. 
Supply. The water supply system shall be installed and maintained to provide a supply of water to plumbing fixtures, devices and appurtenances in sufficient volume and at pressures adequate to enable the fixtures to function properly, safely, and free from defects and leaks.
C. 
Water heating facilities. Water heating facilities shall be properly installed, maintained and capable of providing an adequate amount of water to be drawn at every required sink, bathtub, shower and laundry facility at a temperature of not less than 110° F. (43° C.).
A. 
General. All plumbing fixtures shall be properly connected to either a public sewer system or to an approved private sewage disposal system.
B. 
Maintenance. Every plumbing stack, vent, waste and sewer line shall function properly and be kept free from obstructions, leaks and defects.
The owner of the structure shall provide and maintain mechanical and electrical facilities and equipment in compliance with current Building Code requirements. A person shall not permit another person to occupy any premises which does not comply with the requirements of this article.
It shall be unlawful for the owner or owners who have agreed to supply heat to any building designed to be occupied or occupied as a residence to fail to supply heat from the first day of October in each year to the first day of May of the succeeding year in such manner that the temperature of said building where one or more person(s) reside shall always be kept at 68° F. or above, between the hours of 6:00 a.m. and 10:00 p.m.
