The following restrictions shall be placed upon vehicular parking in or on the municipal-owned parking lot adjacent to the Borough Hall between Haines Avenue and Trenton Avenue:
A. 
It shall be unlawful and a violation of this chapter for any person to park a vehicle in said parking area other than within the boundary lines of a designated parking space or for a time period greater than the established in this chapter.
B. 
It shall also be unlawful and a violation of this chapter for any person to wash, paint, repair or otherwise work on or in any such vehicle; provided, however, that nothing herein contained shall be construed to prohibit necessary emergency repairs to a vehicle.
C. 
Overnight parking in said lot is prohibited between the hours of 12:00 midnight and 6:00 a.m. All other times, parking will be limited to two hours except by special permit issued by the Borough Clerk.
D. 
Parking in said lot on a daily basis is prohibited except for Borough-owned vehicles, employees and elected officials of the Borough or persons conducting business with the Borough.
Residents of the Borough of Barrington may park on the lot for up to five days by special permit issued by the Borough Clerk, free of charge, due to street repairs or having a driveway put in. The Police Department may grant special permission to park a vehicle on the lot for up to 12 hours for an arrest or other emergency.
The Police Department may remove from the aforesaid parking area any unattended vehicle parked or standing in any portion of said parking lot not designated as a parking space which has remained in said parking spot for a period of 12 hours after a summons has been issued charging a violation hereunder, or said vehicle may be removed immediately if the normal flow of traffic is disrupted, a fire hazard is created or snow removal is hampered.
Any vehicle parking in violation of the provisions of this chapter, which shall be posted in said parking lot, shall be subject to a fine not to exceed $50 or 15 days in jail, or both, and for towing and storage costs if the vehicle is towed away.
