A. 
When abandoned property is left on real property of another without the consent of the owner or person in possession of the property, at the request of such real property owner or person in possession of the property, Law Enforcement may, but are not required to, unless such abandoned property, in the sole discretion of Law Enforcement, constitutes an emergency or immediate hazard pursuant to Section 217.025 of this Chapter, remove such abandoned property if:
1. 
The abandoned property is left unattended for more than forty-eight (48) hours; and
2. 
In the sole discretion and judgment of Law Enforcement, such abandoned property constitutes a safety hazard or unreasonably interferes with the use of the real property by the owner or person in possession of the property.
B. 
When abandoned property is left on real property of another without the consent of the owner or person in possession of the property and such abandoned property meets any of the below listed circumstances, the owner or person in possession of the property may authorize a towing company to remove such abandoned property without Law Enforcement authorization, only when the owner or person in possession of the property is present, and under the following circumstances:
1. 
There is displayed, in plain view at all entrances to the property, a sign not less than seventeen (17) inches by twenty-two (22) inches in size, with lettering not less than one (1) inch in height, prohibiting public parking and indicating that unauthorized motor vehicles parked in a restricted or assigned area will be removed at the owner's expense, disclosing the maximum fee for all charges related to towing and storage, and containing the telephone number of the City of Wright City Police Department and the private hauling or towing business by which the owner of the motor vehicle may call to receive information regarding the location of such property; or
2. 
The abandoned property is left unattended on owner-occupied residential property with four (4) units or less, and the owner, lessee, or agent of the property in lawful possession has notified the Wright City Police Department, and ten (10) hours have elapsed since such notification; or
3. 
The abandoned property is left unattended on private property, and the owner, lessee, or agent of the property in lawful possession has notified the Wright City Police Department, and ninety-six (96) hours have elapsed since such notification.
C. 
Except as set forth in Section 217.090 of this Chapter, when a derelict vehicle is parked, situated, kept, or stored on private property, with or without the consent of the owner or person in lawful possession of the property, removal by the City of such derelict vehicle shall follow the procedures contained in Article II, Section 215.025, of Chapter 215, Nuisances, of the Municipal Code of the City of Wright City.
