A. 
The parking of vehicles is hereby prohibited on all Town highways and county roads within the Town of Webster and outside the Village of Webster, between 12:00 midnight and 7:00 a.m. from November 1 to April 1.

B. 
In the event that a motor or other vehicle shall be parked or standing in violation of the above subsection, the Town Highway Superintendent and/or the Town of Webster Police Department is hereby authorized to have such vehicle removed by such commercial towing service as may be available within the Town. The owner of the vehicle so removed shall pay such towing and/or storage charges as may be levied for the removal of such vehicle. The payment of such charges shall be in addition to any fine levied under the provisions of this article.

A. 
A violation of this article is hereby declared to be a traffic infraction. Any person violating the same, by parking a vehicle in an area designated as a "no parking area" ("unauthorized parking") or by parking at a prohibited time in an area where parking is otherwise permitted ("overtime parking"), shall, upon conviction, be punished by a fine not to exceed $25, except that any person violating this article by parking in areas designated as "fire lane" or "no parking fire lane" shall, upon conviction, be punished by a fine not to exceed $50.
B. 
If, after a period of 10 business days after issuance of notice of a violation for unauthorized parking or for overtime parking, the fines for such violations have not been paid in full to the Town of Webster, the fines for such violations shall double.

C. 
Additionally, in the event of nonpayment of such fines within 30 days after original issuance of notice of any of the within violations, the Town of Webster Police Department shall be authorized to issue a warrant for the arrest of any person who has committed a violation of this article and/or to refer collection of the relevant fine to a collection agency.
