No main structure shall be located so that the distance from any of its exterior walls is less than 40 feet from the exterior wall of any other structure on the site.
There shall be 100 square feet per dwelling unit of recreation area, which shall be not closer than 50 feet to any property line nor closer than 100 feet to any dwelling unit, which shall be equipped and which must be approved with the development plan or site plan.
Landscaping shall be provided for all external areas.
The finished floor level of all habitable rooms in every multiple-family dwelling unit shall be not more than one foot below finished grade level measured at a point 10 feet outside and at right angles to each window lighting each habitable room.
At least two washers and two dryers shall be provided for each 16 rental dwelling units, to be installed in a designated utility area. Such area shall be equipped with a sink and shall be properly heated, lighted and ventilated. Outside drying facilities are prohibited.
All windows in rental units that may be opened must be equipped with screens.
All apartment buildings with four or more stories shall be equipped with automatic elevator service.

A. 
Purpose. The Town Board hereby finds and determines that buildings of two stories or more erected in the Town of Webster for the purpose of providing multiple housing units for senior citizens or those with disabilities or infirmities should be equipped with suitable elevators so as to facilitate the ability of such persons to move about freely within such building and to reduce the risk of injury as may result from the use of stairways by such persons. The purpose of this section is to protect the public health, welfare and safety of residents of the Town of Webster, especially those residing in multiple housing units covered by this section.
B. 
Elevators required.
(1) 
Upon the effective date of this section, any multiple housing units erected in the Town of Webster which are of two stories or more and which are intended for or designed for occupancy principally by senior citizens or those persons with infirmities or disabilities shall be equipped with one elevator for buildings that have less than 10 units above the first story or two elevators for buildings that have 10 or more units above the first story, so as to permit access from the ground floor to the upper floors thereof. At least one elevator shall be of sufficient size to accommodate an ambulance stretcher.
(2) 
No building permit or certificate of occupancy shall be issued for any multiple housing unit covered by this section which unit is not in compliance herewith.
C. 
Nonconforming use. Any building and/or multiple housing unit having already been submitted for approval before any Board of this Town on the effective date of this article shall be deemed preexisting nonconforming for the purpose of this law.
Where the dwelling units are leased, adequate provision for housekeeping facilities shall be made for an on-site superintendent.
Garbage receptacles in rental units shall be provided for each building unit. Such receptacles shall be completely covered and large enough to hold waste between collections.
There shall be provided in rental units one central television or radio antenna only on each building for use by the occupants therein.
Soundproof construction shall be employed to ensure adequate privacy between individual dwelling units.[1]
