Nominations and elections of state and federal officers, Judge of Probate, Justices of the Peace and the Registrars of Voters shall be conducted as prescribed in the Constitution and the C.G.S.
2.1.1. 
Registrars of Voters. The term of office for the Registrars of Voters shall be the four-year term provided by Section 9-189(a) of the C.G.S.
2.1.2. 
Lists of electors. Lists of electors qualified to vote in accordance with the United States Constitution, State Constitution and the C.G.S. shall be prepared and administered by the Registrars of Voters.
2.2.1. 
Election. A meeting of the electors of the Town for the election of municipal officers shall be held on the first Tuesday after the first Monday in November of the odd-numbered years, hereinafter referred to as the "regular Town Election." A meeting of the electors of the Town for the election of state and federal officers shall be held in the even numbered years and conducted in the manner prescribed in the C.G.S.
2.2.2. 
Powers and duties. Except as otherwise provided in this Charter, all municipal Town officers, boards, commissions, and agencies shall have the powers and duties prescribed in the C.G.S.
2.2.3. 
Terms of office. Terms of office of all elective municipal officers, except the Town Clerk, shall commence on the first Monday following their election. The term of office of the Town Clerk shall commence from the first Monday of January succeeding election (Section 9-189a). All officers shall hold office until their successors have been elected and qualified. The Town Clerk shall be responsible for verifying the start, end and proper overlap or each term or office.
2.2.4. 
Board of Selectmen. There shall be a Board of Selectmen consisting of five members; a Chair and Vice Chair and three additional Selectmen each of whom shall serve four-year overlapping terms of office with no more than three members from the same political party. At the first election following adoption of this Charter, two new Selectmen will be elected in May 2022 to join the three Selectmen then holding office under the prior charter. This will form the five-person board. Three Selectmen will then be elected in November 2023, to fill the seats of the initial three Selectmen, whose terms will then be expiring. Starting in November 2025, two Selectmen will be elected to office every four years. Starting in November 2027, three Selectmen will be elected to office every four years.
2.2.5. 
Board of Education. There shall be a seven-member Board of Education with no more than four members from the same political party. There shall be four-year overlapping terms of office. There may be alternate members under provisions of the C.G.S. 7-340a. At the November 2023 election following adoption of this Charter, three members will be elected to join the four members then holding office under the prior charter to form the seven-person board. Four members will be elected at the election held two years later. Starting in November 2027 three members will be elected to office every four years. Starting in November 2025 four members will be elected to office every four years.
When four members of this Board are to be elected in a single election, each party may nominate three candidates to be placed on the ballot and the electors may vote for three candidates for office. Successful candidates shall be declared elected subject to the minority representation on the Board required by this section.
2.2.6. 
Board of Finance. There shall be a five-member Board of Finance and three alternate members, each of whom shall be elected to serve four-year overlapping terms of office. At the November 2023 election following adoption of this Charter, three members and one alternate member will be elected to join the two members and two alternate members, then holding office under the prior charter to form the five-person board.
Two members and two alternate members will be elected at the election held two years later.
Starting in November 2027 three members and one alternate member will be elected to office every four years. Starting in November 2025, two members and two alternate members will be elected every four years. The Board of Selectmen shall have the power to provide by ordinance for the appointment or election of not more than three alternate members to the Board of Finance subject to minority representation as per charter Section 2.3.
2.2.7. 
Board of Assessment Appeals. There shall be a five-member Board of Assessment Appeals with no more than three members from the same political party. There shall be four-year overlapping terms of office in the manner prescribed in the C.G.S. (Section 9-199). At the November 2023 election following adoption of this Charter, three members will be elected to join the two members then holding office under the prior charter to form the five-person board. Two members will be elected at the election held two years later. Starting in November 2027, three members will be elected to office every four years. Starting in November 2025, two members will be elected to office every four years.
Each party may nominate the total number of members to be elected and the electors may vote for the total number to be elected. Successful candidates shall be declared elected subject to minority representation on the Board as per charter Section 2.3.
2.2.8. 
Town Clerk. Quadrennially there shall be elected a Town Clerk in the manner prescribed in the C.G.S. (Section 9-189a).
2.2.9. 
Collector of Taxes. Quadrennially there shall be elected a Collector of Taxes in a manner prescribed in the C.G.S. (Section 9-189).
2.2.10. 
Registrars of Voters. Quadrennially there shall be elected a Registrar of Voters from each major party as defined and set forth in the C.G.S. (Section 9-190 and 190a).
2.2.11. 
Town Treasurer. Quadrennially a Town Treasurer shall be elected in the manner prescribed in the C.G.S. (Section 9-189).
2.2.12. 
Planning Commission. There shall be a Planning Commission consisting of five members and three alternates elected to serve four-year overlapping terms. The Commission shall have all those powers and duties granted by Chapter 126 of the C.G.S.
2.2.13. 
Zoning Commission. There shall be a Zoning Commission consisting of five members and three alternates elected to serve four-year overlapping terms. The Commission shall have all those powers and duties granted by Chapter 124 of the C.G.S.
2.2.14. 
Zoning Board of Appeals. There shall be a Zoning Board of Appeals consisting of five members and three alternates elected to serve four-year overlapping terms. The Commission shall have all those powers and duties granted by Chapter 124 of the C.G.S.
2.2.15. 
Regional District #8 Board of Education. The Town of Marlborough shall provide members for the Regional District #8 Board of Education to be elected in the manner prescribed by the C.G.S.
Except as expressly modified by the provisions of this Charter, minority representation on any board, commission, committee or similar body of the Town appointed by the Board of Selectmen shall be determined in accordance with the provisions of Section 9-167a of the General Statutes as amended except in the case of a five-member board, commission, committee, or similar body where the maximum number of any such board, commission, committee or similar body from the same political party shall be three. As provided in said section, the maximum number of any such board, commission, committee or similar body who may be members of the same political party shall be as specified in the following table:

No person shall be eligible for election to any Town office who is not at the time of his election an elector of said Town and any person ceasing to be an elector of said Town shall thereupon cease to hold office in the Town. Persons may become electors as prescribed in the Constitution and the C.G.S.
When any regular or special municipal election conducted pursuant to the provisions of this Charter results in a tie, and all but one of the tied candidates shall not have voluntarily retired from the contest, an adjourned election shall be conducted in accordance with the provisions of Section 9-332 of the C.G.S. to determine who shall be elected.
Any vacancy in any elective Town office shall be filled by appointment of the Board of Selectmen for the balance of the term for which the person vacating the office had been elected. In the case of comparable qualifications of affiliated and unaffiliated candidates, candidates affiliated with the party from which the vacancy occurred, shall have priority. The Town political committees have 30 days after public notice of a vacancy occurring to submit candidates to the Board of Selectmen. The Board of Selectmen will also provide public notice to Town residents that any interested electable candidate can apply directly to them, no matter their party affiliation or nonaffiliation. The Board of Selectmen will discuss the candidacy of all nominees, vote and make transparent the reason for their choice in a public meeting. Such vacancy shall be filled by the Board of Selectmen appointment of the most qualified candidate and take office as provided for in the Charter and in accordance with Minority Representation Section 2.3 of this Charter.
There shall be one voting district as existed on the effective date of this Charter.
