The Board of Supervisors hereby establishes the "Department of Administration," hereafter referred to as the "Department".

The Department shall be responsible for performing staff functions for the Board of Supervisors and assisting departments and other units of the Township in carrying out their duties.

1. 
Department Head.
A. 
The Department of Administration shall be headed by the Township Manager,

1. 
The Department is responsible for the general administration of Township government and the maintenance of an office for the conduct of Township business.
2. 
The duties and responsibilities of the Department shall be to:
A. 
Administer the personnel system of the Township subject to the provisions of law, the Second Class Township Code, the Human Resource Policy and policies established by the Board, including such matters as:
(1) 
Recruiting and selecting personnel for municipal employment as determined by the Human Resource Policy.
(2) 
Developing and maintaining the position classification and pay plans.
(3) 
Participating in and administering labor relations programs, including contract negotiations, contract administration and related programs.
(4) 
Developing and maintaining personnel rules and regulations.
(5) 
Assisting departments in developing and conducting employee training and development programs.
(6) 
Assisting departments in preparing personnel planning programs.
(7) 
Developing and maintaining records reflecting all aspects of municipal employees.
B. 
Maintain proper records and files of all contracts, purchases, property and equipment, budgets and other administrative matters;
C. 
Record, file and index all proceedings of the Board of Supervisors;
D. 
Publish ordinances and resolutions of the Board of Supervisors and all legal notices required by law;
E. 
Maintain for public use and distribution copies of this Code and of other laws and codes governing the Township and copies of other documents needed by Township residents in order to comply with Township laws and regulations and the responsibilities of citizenship;
F. 
Provide legal services in the Township, utilizing the services of the Township Solicitor who is appointed by the Board;
G. 
Demand and receive grants from federal, state, and county agencies and other moneys properly due the Township; and
H. 
Carry out other administrative functions assigned to it by the Township Manager.
