The Board of Supervisors hereby establishes the "Department of Budget and Finance," hereafter referred to as the "Department."

The Department of Budget and Finance shall be responsible for the fiscal affairs of the Township, including the administration of activities pertaining to the receipt, expenditure, accounting, investment, custody and control of Township funds and assets, except to the extent that such activities are expressly charged by law or ordinance to any other Township unit.

1. 
Department Head.
A. 
The Department of Budget and Finance shall be headed by the Director of Budget and Finance.
(1) 
The Director of Budget and Finance (hereafter referred to as the "Director") shall be responsible for administration of the Department. The Director shall be appointed by the Board of Supervisors and shall hold no elective office in the Township. The Director shall meet the qualifications established by the Township and shall be able to demonstrate, to the satisfaction of the Township, a working knowledge of municipal budgeting and financial administration.
B. 
Powers and Duties:
(1) 
The Director shall have the following specific powers and duties:
(a) 
To be the administrator of the Department;
(b) 
To develop a budget calendar, forms and procedures subject to the provisions of law and/or ordinance;
(c) 
To participate in budget analyses and hearings relative to budget requests, budget amendments and budget allocations;
(d) 
To direct, control, and account for the expenditure of department funds in accordance with budget appropriations and supervise the keeping of complete financial records for Department expenditures;
(e) 
To ensure that all applicable laws, ordinances, and/or regulations pertaining to the Department and Department activities are adhered to;
(f) 
To serve as secretariat to the Board of Auditors; and
(g) 
To perform such other duties as the Township Manager and/or Assistant Township Manager may, from time to time, direct.
(2) 
When the position of Director of Budget and Finance is vacant, the powers and duties of the Director under this Code and any other Township ordinances shall be held and exercised by the Township Manager.

The duties and responsibilities of the Department shall be to:
A. 
Accounting and expenditure control:
(1) 
Maintain a uniform accounting system in accordance with generally accepted practice;
(2) 
Disburse all payments for authorized expenditures;
(3) 
Deposit moneys in depositories authorized by ordinance and/or resolution;
(4) 
Provide for the prudent investment of monies;
(5) 
Supervise the lease, rental, sale or other use or disposition of property no longer required by any municipal unit;
(6) 
Provide custody of fidelity bonds of officers and employees, except his or her own, which shall be in the custody of the Controller, and provide custody of all deeds, mortgages, contracts, judgments, notes, debts, securities, bonds, insurance policies and other forms of negotiable instruments owned by the municipality; and
(7) 
Preaudit fiscal transactions of all municipal units in accordance with generally accepted principles of governmental auditing.
B. 
Budget Preparation:
(1) 
Preparation of the annual municipal budget to be presented by the Director to the Board of Supervisors.
C. 
Perform such other duties for the Township as the Board of Supervisors, the Township Manager, Assistant Township Manager, and/or the Director of Budget and Finance may, from time to time, direct.
