GENERAL REFERENCES
Recreational facilities — See Ch. 97.
The Town of Bedford recreation and parks policies and procedures (1970) are as follows:
A. 
The Town Board:
(1) 
Defines the authority and scope of duties of the Superintendent of Recreation.
(2) 
Establishes criteria regarding all recreation and park personnel.
(3) 
Establishes general policies to be followed in carrying out the purpose for which the Department was created.
(4) 
Enacts such ordinances as deemed necessary to provide for control and orderly use of all recreation and park facilities.
B. 
The Superintendent:
(1) 
Carries out all policies of the Department through his own or staff action.
(2) 
Recommends and advises the Town Board in setting policies and basic procedures.
(3) 
Supervises the administration of park and recreation facilities controlled and operated by the Town of Bedford.
(4) 
Plans for the programs and services to be provided by the Department.
(5) 
Recruits, supervises and trains staff necessary to the operation of the Department.
(6) 
Prepares the annual budget and directs the expenditures of the recreation and park district funds.
(7) 
Establishes a system of records and reports and oversees their keeping.
(8) 
Conducts research and special studies to provide data for current and future planning.
(9) 
Creates new recreational opportunities as dictated by community needs and interests, in keeping with available personnel, facilities and funds.
(10) 
Establishes public relations with all residents to keep them informed of the Department's aims, objectives and services.
(11) 
Cooperates with all community organizations in the promotion of services and activities deemed desirable of sponsorship and contributing to the enrichment of community life.
(12) 
Serves as an ex officio member, as representative of the Board, on all committees appointed to survey recreation, parks and conservation.
C. 
Committees. It shall be the purpose of each committee established by the Town Board to make recommendations for the formation of effective planning and policies in matters pertaining to parks and recreation. Areas of immediate concern should be: expanding current programs and services; promoting use of existing facilities to provide maximum use potential; interpret community needs and interests; formulate plans for the acquisition and development of future recreation areas.
D. 
Committee procedures.
(1) 
The Chairman of all committees will be appointed by the Supervisor with the approval of the Town Board.
(2) 
The duties of the committee are anticipated to be general in nature. Delineations of specifics may be made in certain areas to eliminate conflicts and overlapping.
(3) 
Each committee should use as a guide the philosophy and stated purposes of the Town Board on parks and recreation.
(4) 
Committee members shall be appointed to staggered terms of office, but shall serve at the pleasure of the chartering body.
(5) 
All proposals must have the approval of the Town Board before being initiated into action.
(6) 
No commitment or expenditure shall be made without prior Town Board approval.
(7) 
Committee members shall be encouraged to recommend replacements as vacancies occur. Consideration should be given to individual interests, abilities and availability to participate.
(8) 
The lines of authority shall be: the committee through its Chairman to the Town Board; the Town Board to the department head and related municipal bodies; the head of the department to all employees.
