Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary emergency "no parking" signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of said emergency "no parking" signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the emergency "no parking" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
Any unoccupied vehicle parked or standing in violation of this Part 2 shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. Before regaining possession of the vehicle, the owner shall pay the reasonable costs of the removal and storage which may result from such removal.
The effectiveness of this Part 2 is contingent on signs being erected as required by law.

A. 
The Council may, by resolution duly adopted, provide that there shall be no parking upon streets or sections of streets where temporary "no parking" is declared by the Council on any day or days during specified hours that the Council finds that such "no parking" is necessary for the preservation of the public safety, health and welfare.
B. 
Upon the adoption of a resolution establishing such "no parking" areas, proper signs advising the public of such parking prohibition on any street or portion thereof shall be prominently posted notifying the public of such regulation, setting forth the specific day or days and/or hour or hours when parking shall be prohibited.

Any violation of the no parking restriction established pursuant to § 241-42.2 shall be punishable by a fine as established under Code § 1-2.
