There shall be a Department of Administration, the head of which shall be the Business Administrator of the Township of Monroe. The Business Administrator may designate the Director of one of the departments as Assistant Administrator in his absence. The Assistant Administrator shall have such other functions, powers and duties as may be assigned by the Mayor of the Township of Monroe. In the event that the position of Business Administrator is vacant, the Mayor of the Township of Monroe shall be the head of the Department of Administration.

A. 
The Department of Administration shall:
(1) 
Prescribe and install uniform forms and procedures for budget preparation by all departments.
(2) 
Develop and administer the municipality's personnel program, including up-to-date job classifications and pay plans, active recruitment of needed personnel and in-service training programs.
(3) 
Coordinate the processes of appointment and removal of municipal employees within various departments to ensure compliance with the provisions of the Personnel Ordinance.[1]

(4) 
Have and exercise the functions, powers and duties of the Township Purchasing Agent, as provided by this code.
(5) 
Supervise telephones, office equipment and furnishings and other office services.
(6) 
Place, purchase and review property, liability and other insurance and surety bonds as required for Township purposes through the Township insurance broker appointed by the Mayor with the advice and consent of the Township Council.
(7) 
Carry out any additional functions provided for in N.J.S.A. 40:69A-44.

B. 
The Director, who shall be known and designated as the "Business Administrator," shall be qualified and have and exercise the functions, powers and duties as provided for in N.J.S.A. 40:69A-44.

The term of a department head shall be for the term of the office of the Mayor appointing him or her, and until the appointment and qualification of his or her successor. Compensation paid to department heads shall be fixed by Township Council in accordance with N.J.S.A. 40:69A-43 and N.J.S.A. 40:69A-180.

Within the Department of Administration there shall be a Business and Economic Development Commission as provided in Chapter 10, Business and Economic Development Commission.
