Certain words and terms, when used in this chapter, unless otherwise stated or unless the context or subject matter otherwise requires, are defined as follows:
BUILDING
A home, garage or similar structure enclosed with a solid roof and walls.
JUNK
Old or secondhand metals, secondhand materials, including wood, rope, rubber, paper, cloth, rugs, bagging, slush and empty bottles, but not excluding other items, and old automobiles and trucks not serviceable with minor repairs, equipment and machinery as may be sold as metal.
A. 
Any automobile or truck which has been dented, twisted or put into an unserviceable condition is deemed to be "junk" for the purpose of this chapter.
B. 
Whenever two or more automobiles, trucks or motor vehicles are parked or are allowed to remain standing in an inoperable position on public or private property for a period of one month or more after notice to the owner of the premises in question to remove the same shall have been given by the Police Department, such automobiles, trucks or motor driven vehicles shall be deemed to be "junk" for the purpose of this chapter.
It is prohibited to place, keep or maintain junk for any purpose upon any premises, public or private, within the Village unless said junk shall be entirely enclosed within a building.
No vehicle or automobile may be kept, stored or maintained on any premises where such vehicle is so kept, stored or maintained for the primary purpose of stripping off, dismantling or selling parts thereof.
The Village Clerk shall have the power to vary the application of any of the provisions of this chapter where justified because of hardship or where such facilities were in existence and in operation at the time of enactment of this chapter, provided that the respective variances are consented to in writing by a majority of the members of the Village Board or by resolution approved by a majority of the members of the Village Board.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
