A commission known as the "Township Recreation Board" is hereby created and established for the Township of Athens, County of Bradford, Commonwealth of Pennsylvania.
The Township Recreation Board, which is hereby created and established, shall have all the powers and duties conferred upon it by law and any other powers vested in it by this chapter or any subsequent ordinance duly enacted.
The Township Recreation Board shall consist of seven members who shall be appointed by the Board of Supervisors of Athens Township. The terms of the Board shall be for one member of said Board to serve for one year, one member for two years, one member for three years, one member for four years and one member for five years. As said appointments expire, a new member of said Board shall be appointed for a term of five years. The additional two memberships created hereby shall be such that one member shall serve for four years, and one member shall serve for five years. In the event of a vacancy in the membership of said Board by reason of the death, resignation or incapacity of any member of said Board, said Board of Supervisors shall fill said vacancy by appointment for the unexpired portion of the term so becoming vacant.
The members of said Board shall make and alter rules and regulations for their own organization and procedure, consistent with the ordinances of the Board of Supervisors and the laws of the Commonwealth of Pennsylvania. They shall serve without compensation and shall make annually to the Board of Supervisors a report of their transactions. They may employ engineers and other persons, whose salaries and wages and other necessary expenses of the Board, where approved by the Board of Supervisors, shall be provided for through proper appropriation of the Board of Supervisors. The Board may also receive and expend, for the purposes of its work, any gifts, grants and appropriations of money from any source, including commonwealth, federal or local funds, and may contract with government or private agencies or individuals with respect thereto. The Township Recreation Board shall keep all records of its resolutions and transactions, stating its determinations, which record shall be a public record.
The Township Recreation Board shall have the power to equip, supervise and maintain parks, recreational areas and facilities and to conduct recreational programs. In furtherance of this purpose, the Board may employ directors, supervisors, superintendents or other employees as it deems proper and establish standard qualifications and salary schedules for all classifications thereof, subject to approval by the Supervisors.
The Township Recreation Board shall prepare a general plan of the parks, recreational areas and facilities of Athens Township, including those which may have been laid out but not opened. Such plan shall be subject to the approval of the Township Supervisors.
The members of the Township Recreation Board shall elect their Chairman and Secretary to serve for a period of one year.
