The Chief of Police shall have authority, between the hours of 7:00 p.m. and 6:00 a.m., during such time or upon such occasions as the necessities of the public welfare warrant or demand, to designate, swear in and employ upon his own initiative special policemen.
The Chief of Police shall have the authority to make regulations for the control of the police force and for the management and control of the City jail and police headquarters. Extension of such authority to the Chief of Police shall in no sense divest the Mayor of the City of the power to order or direct or of the right of the City Council to order or direct the Chief of Police and his force to do or perform acts or services other or contrary to such regulations provided by the Chief of Police as the public interest may demand or warrant.
