It shall be unlawful to park, store or leave any unregistered motor vehicle of any kind upon public property, or for the owner or occupant of any property to allow, permit or suffer the same to be left upon any privately owned property within the City of Jamestown unless the vehicle is stored in a garage of suitable dimensions or the property owner is a junk dealer duly licensed pursuant to the provisions of Chapter
235, Secondhand Dealers and Junkyards, hereof or the owner of the vehicle is registered by the State of New York to engage in a business requiring limited operation of motor vehicles.

No violation of this chapter shall be found except upon proof that seven
days' notice thereof was given, by personal service or registered mail, to
the last known address of the owner of the property on which the vehicle is
located or the owner of the vehicle.
Nothing in this chapter shall prevent the Chief of Police or another
police officer from removing from private property without notice any unattended
motor vehicle, the presence of which constitutes a danger or hazard to others;
provided, however, that the Chief of Police shall, within 48 hours of such
removal, mail a notice of such removal to the last known registrant of the
vehicle.
Violations of the provisions of this chapter shall be punishable as provided in Chapter
1, General Provisions, Article
I, Penalties.
