For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
COMMISSION
The City Planning Commission.
STREET
A way for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, throughway, road, avenue, boulevard, lane or place or however otherwise designated.

ARTERIAL STREETS AND HIGHWAYSThose used primarily for fast or heavy traffic.
B. 
COLLECTOR STREETSThose which carry traffic from minor streets to the major system of arterial streets and highways.
C. 
MINOR STREETSThose which are used primarily for access to abutting properties.
D. 
MARGINAL ACCESS STREETSMinor streets which are parallel to and adjacent to arterial streets and highways and which provide access to abutting properties and protection from through traffic.
E. 
ALLEYS and MINOR WAYSThose which are used primarily for vehicular service access to the back or side of properties otherwise abutting on a street.
SUBDIVIDER
A person, group, firm or corporation proposing to subdivide land within the City.
SUBDIVISION
The division of any parcel of land in two or more lots, plots, blocks or sites in such a way as to create or extend one or more streets for the purpose of developing or offering such land for sale to the public. Resubdivision of land heretofore platted shall come under the meaning of "subdivision" if there is a rearrangement of lots or streets or both on property which originally formed the subject of a subdivision, as above defined.
The regulations herein contained are adopted for the purpose of providing for the sound growth and development of the City and of affording adequate sites and facilities for transportation and for the safety, health and welfare of its population and for providing reasonable and equitable requirements in the interest of developers, investors and homeowners so as to ensure stable property values, all pursuant to Article 3 of the General City Law.
No subdivision of land shall be made, nor shall any contract be made for the sale of any part thereof, and no permit for the erection of a structure in any such proposed subdivision shall be granted and no street, sanitary sewer or water main shall be laid out, constructed, opened or dedicated except in strict accordance with the provisions of these regulations.
