When signs have been erected giving notice thereof, no person shall operate a motor vehicle upon the roadways or highways located within the boundaries of the City parks of the City of Jamestown at a rate of speed greater than 15 miles per hour.
Pursuant to the authority granted cities by §§ 1643 and 1180(c) of the Vehicle and Traffic Law of the State of New York, no person shall drive a vehicle in excess of 20 miles per hour between the hours of 7:00 a.m. and 4:00 p.m., while school is in session, on any portion of a highway passing a school building for not more than 300 feet in either direction from the building line of the school abutting on a highway. For purposes of this section, the term "school building" shall include all public elementary, junior high and high schools, parochial schools, Jamestown Community College, Jamestown Business College and such other educational institutions so designated from time to time by the Director of Public Works.
