A. 
It shall be unlawful and a violation of the provisions of §§ 320-41 through 320-53:

(1) 
For any person to pay a fee for the purpose of increasing or extending the parking meter time of any vehicle beyond the legal parking time limit.
(2) 
For any such person to allow a vehicle operated by such person to be parked after the meter for that spot has expired.
(3) 
For any person operating a vehicle of less length than a parking meter space on a street to park in a position such that the vehicle is not completely within that space, or for any person to park any vehicle in a parking meter space in a parking lot in such a position that the vehicle is not entirely within the limits of that space.
B. 
Offenses and fines.
(1) 
Any person violating Subsection A(1) through A(3), §§ 320-41 through 320-53, 320-55, 320-68 through 320-71, 320-76 or 320-85.1 shall be fined as follows:

(a) 
First offense within a calendar year: $10.
(b) 
Second offense within a calendar year: $20.
(c) 
Third offense within a calendar year: $50.
(d) 
Any subsequent offense within a calendar year: $50 and towing of the vehicle.
(2) 
Until such time as the city can record multiple offenses per year, all offenses shall be treated as the first offense. If any fine is not paid within seven days, that fine shall be increased by $10.

C. 
Fines shall be paid to the City Traffic Violations Bureau. Any person desiring a hearing shall, within seven days, make request therefor, whereupon a complaint shall be entered in City District Court.
(1) 
Failure to make payment prior to the closing of business on the next business day shall render the owner or operator subject to the penalties in § 320-88 for violation of the general provisions of this chapter. Such money collected under this subsection shall be earmarked for the same purposes as parking meter fees under § 320-43.
(2) 
It will constitute a separate offense from the original violation of a legal parking time limit contained in §§ 320-33 through 320-40, 320-49 through 320-51, 320-75 and 320-78 for each subsequent like period of time thereafter during which a person permits or causes a vehicle to remain parked in the location where the original violation occurred.
Unless otherwise specified, any person who shall fail to pay the penalty described in § 320-87 prior to the closing of business on the next business day as provided therein or shall violate any other provision of this chapter shall, upon conviction thereof, be subjected to punishment as provided in § 1-12 of this Code.

Between April 1 and October 31, any time an owner of a vehicle has unpaid non-moving fines totaling $200 or more, the owner will be subject to an additional $50 fine and all towing fees incurred. The owner's vehicle will be towed and will not be released until the total fine and all towing fees are paid in full.
B. 
Between November 1 and March 31, any time an owner of a vehicle has unpaid non-moving fines totaling $100 or more, the owner will be subject to an additional $50 fine and all towing fees incurred. The owner's vehicle will be towed and will not be released until the total fine and all towing fees are paid in full.
