It is found and declared that abandoned, unattended or discarded iceboxes, refrigerators and other airtight containers are a constant menace to the health, welfare and safety of children in the Town.
It shall be unlawful to leave or permit to remain outside of any dwelling, building or other structure or within any unoccupied or abandoned buildings, dwelling or other structure under his or its control, in a place accessible to children, any abandoned, unattended or discarded icebox, refrigerator or other container which has an airtight door or lid, snap lock or other locking device which may not be released from the inside, without first removing said door or lid, snap lock or other locking device from such icebox, refrigerator or container.
Any person violating the provisions of this section shall, upon conviction, be punished in accordance with § 53-215 of the General Statutes.
