The water supply of the Borough of Andover, in the County of Sussex and State of New Jersey, shall be operated as a utility and in the manner prescribed by the statute for the operation of a municipal water utility in the State of New Jersey.
The operation of the plant, the collection of rents and the general supervision of the utility and the property used therein shall be in the charge of an officer who shall be known as the "Water Superintendent" of the Borough of Andover, which office is hereby created.
The Water Superintendent of the Borough of Andover shall have charge of the water distribution system and the collection of accounts and shall keep the books and records according to law and shall be governed by such rules and regulations and shall perform such duties as the Mayor and Council shall from time to time by resolution direct and the statute and laws may require.

The Water Superintendent of the Borough of Andover shall be appointed by the governing body of the Borough of Andover and shall hold office for the term of two years and until his or her successor is appointed. The Water Superintendent shall have such assistant or assistants as the Mayor and Council may from time to time provide by resolution. In addition, a licensed Water Operator, as required by statute, shall be appointed by the governing body of the Borough of Andover for a term of two years and until his or her successor is appointed.

The Water Superintendent and licensed Water Operator shall receive salaries as set forth in the salary ordinance.
