No person shall burn garbage, offal, putrid meat or any foul or offensive substance whatsoever in the Borough of Andover.
Garbage (including waste vegetables and animal material) which may attract flies shall not be stored in any place unless material is kept covered to prevent access of flies and escape of foul odors.
No person shall throw, cast, place or deposit in any park, lake, stream, river or brook, well, spring or cistern in the Borough of Andover any dead animal, putrid meat, garbage, offal, manure or compost, or any foul or offensive substance whatsoever.
Any person whose duty it may be to remove from the public highway, road, street, lot, lands, streams or any other public or private place any decaying animal or vegetable substance shall remove the same within 12 hours after notification to remove the same by the Board of Health or any member thereof.

A. 
All garbage shall be placed at the curb no earlier than 24 hours prior to the weekly pickup day, and empty receptacles shall be removed from the curb no later than 24 hours after pickup day.
B. 
Trash shall be placed at the curb no earlier than 24 hours prior to the monthly pickup day.
