In order to park in the lot between the hours of 2:00 a.m. and 6:00 a.m., a vehicle must have a parking permit issued by the Borough of Franklin. Annual permits may be obtained from the Franklin Borough Clerk’s office and shall expire on June 30 every year. Failure to possess and exhibit a permit between the hours of 2:00 a.m. and 6:00 a.m. will result in the issuance of a parking ticket or in the vehicle being towed at the owner’s expense at the Borough’s discretion. No vehicle with a gross vehicle weight of more than 30,000 pounds shall park in the lot.
All vehicles must be removed from the parking lot within 12 hours after the snowfall stops. Failure to remove the vehicle within the twelve-hour period will result in the vehicle being towed at the owner's expense.
Violations of this article shall be subject to the penalties provided for under N.J.S.A. Title 39. In the absence of a specific provision in N.J.S.A. Title 39 addressing the parking violations, the violator shall be subject to a penalty as provided for in Code § 1-15. The penalties provided for under this section are in addition to violators' responsibility for paying the towing and associated charges provided for in §§ 194-2 and 194-3 of this article.
